Job summary

Kadiak, LLC, a Koniag Government Services company, seeks an OTC Program Analyst I to support the OTC IPM Team in Washington, DC. The role requires eligibility for a Public Trust and a hybrid work setup with three days onsite.

The analyst will manage program activities, prepare federal-quality reports and presentations, and assist with budget and event coordination for DOE initiatives, while providing cross‑functional support to the PIA program.

Qualifications

Job description

Kadiak, LLC, a Koniag Government Services company, is seeking an OTC Program Analyst I to support Kadiak and our government customer in Washington, DC. This position requires the candidate to be able to obtain a Public Trust. The position is hybrid, 3 days a week required onsite.

The Program Analyst will support the U.S. Department of Energy (DOE) Office of Technology Commercialization (OTC) Innovative Partnership Mechanisms (IPM) Team. This role provides comprehensive project management, analytical, and coordination support to the Partnership Intermediary Agreement (PIA) program and related OTC initiatives.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Support development, management, and execution of PIA program activities.
  • Prepare written reports, presentations, and visual materials for DOE managers and staff, including data gathering, analysis, and organization.
  • Assist PIA Program Managers with program design, funding program development, proposal review processes, down‑selection activities, and event coordination.
  • Coordinate with DOE Program Offices, providing feedback on key documents and supporting market research activities.
  • Support OTC communication efforts, including PIA announcements.
  • Provide general program administrative support, including tracking progress, maintaining records, sending follow‑up communications, and preparing leadership updates.
Additional Responsibilities:
  • Contribute technical and programmatic input to OTC planning and execution activities.
  • Create and maintain master program files and schedules throughout program lifecycle.
  • Raise issues or concerns to OTC Management to support effective program operations.
  • Provide technical insights aligned with DOE and OTC processes and expectations.
  • Coordinate with partnership intermediaries on project status updates.
  • Support budget and financial review activities (obligations, spend plans, invoices).
  • Assist DOE Program Managers and Program Offices in meetings with intermediary personnel.
Required Qualifications:
  • Bachelor’s degree in a relevant field (or equivalent experience) plus 4+ years of related experience; advanced degrees may substitute for experience.
  • Strong customer relationship skills with excellent written and verbal communication abilities.
  • Ability to multitask and manage shifting priorities in a fast‑paced environment.
  • Strong organizational and project management capabilities.
  • High attention to detail and accuracy.
  • Proficiency with Microsoft Office (Word, PowerPoint, Excel).
  • Ability to develop federal‑quality reports, presentations, and project tracking tools.
Security Requirement:
  • Ability to obtain a Public Trust
Desired Qualifications:
  • Advanced degree in a relevant field.
  • 8+ years of related experience.
  • Project Management Professional (PMP) certification.
  • Experience working with DOE or other federal agencies.
  • Familiarity with technology transfer, commercialization, and the energy sector.
  • Experience with PIA activities.
  • Strong PowerPoint design skills.
  • Experience as a technical writer or business communications writer.
  • Experience coordinating merit review processes.
  • Experience supporting senior‑level executives.
Reporting Center Requirements:

This position requires regular reporting to a designated DOE Reporting Center, typically the DOE Forrestal Building in Washington, DC. Reporting location will be confirmed upon hiring. Occasional or regular telework may be available based on workload and agreed‑upon arrangements, but telework conditions may change over time depending on program needs.
