Job summary

Systems Planning and Analysis, Inc. seeks an Operation Test and Evaluation Engineer SME to lead, plan, and execute OT&E activities for homeland security technologies at CBP. The role involves coordinating with government stakeholders, developing test plans, and producing authoritative test reports.

You will work onsite in the DC area with potential hybrid arrangements, supporting DHS policies and ORD processes. A strong background in test design and data analysis is required.

Qualifications

• 10+ years of experience in test design, data analysis, and statistics for evaluating complex systems.
• Strong analytical skills for evaluating system performance and providing actionable recommendations.
• Able to work fully onsite based on client needs.
• Willingness to travel up to 20% of the time based on test event needs.

Responsibilities

• Lead, plan, conduct and analyze tests of homeland defense technology systems to ensure operational effectiveness, reliability and suitability across their lifecycle.
• Coordinate with government clients to translate mission needs into clear test objectives and deliverables.
• Develop TEMPs, test concepts, and detailed test plans aligned with DHS directives and CBP ORD processes.
