Job summary

Systems Planning and Analysis, Inc. (SPA) seeks an Operation Test and Evaluation Engineer SME to lead testing of homeland defense technology systems, including border security and trade facilitation technologies, ensuring operational effectiveness and regulatory compliance.

The role requires coordinating with CBP and DHS stakeholders, developing comprehensive test plans, and delivering test reports. Onsite work in the DC/Northern Virginia area is required, with up to 20% travel.

Qualifications

• U.S. Citizenship with ability to obtain DHS Suitability/CBP background investigation.
• Bachelor’s degree in Systems Engineering, Electrical Engineering, Computer Science, or related field.
• 10+ years of test design, data analysis, and statistical methods for evaluating complex systems.
• Hands-on experience with homeland defense technology systems, such as border surveillance, non-intrusive inspection technologies, or trade compliance systems.
• Ability to work onsite based on client needs and travel up to 20% of the time.

Responsibilities

• Lead, plan, conduct, and analyze tests of homeland defense technology systems to ensure operational effectiveness, reliability, and suitability.
• Coordinate closely with CBP and DHS stakeholders to translate mission needs into clear test objectives and deliverables.
• Develop and coordinate Test and Evaluation Master Plans (TEMP) and detailed test plans aligned with DHS directives.
• Prepare Operational Test Reports (OTRs) and briefings to support acquisition decisions and workflow.
