Qualifications

• Active DoD security clearance
• 5+ years of program management experience leading Agile teams or cross-functional, capacity-based professional services contracts
• Experience scaling Agile across multiple teams while aligning with strategic goals
• Current advanced Agile credential (PMI-ACP, CSP, SAFe Agilist/SPC) or equivalent
• Hands-on use of enterprise Agile tools (Jira) to track capacity, backlog, velocity, and dashboards
• Documented metrics showing project pivot or performance improvement

Responsibilities

• Lead the Government's single point of contact for contract execution across the program portfolios
• Manage enterprise capacity pool and allocate cross-functional pods to priorities
• Own Jira configuration, backlog workflows, capacity tracking, flow metrics, and dashboards
• Enforce Definition of Done and run monthly/quarterly governance reviews
• Direct workforce management and backfill vacancies within 20 days; maintain skills matrix and cross-training
• Lead Agile adoption clinics, working agreements, and communities of practice
• Oversee dispersed teams across sites; travel as required
• Deliver monthly progress reports and Agile management plan; track hours to task instructions
• Manage subcontractor delivery and QA metrics per the contract
• Participate in proposal oral presentations if selected before award
