Job summary

Concept Plus, a Fairfax, VA–based technology solutions provider, seeks a Project Manager to lead the migration of an Oracle E‑Business Suite environment to Oracle Cloud Infrastructure FedRAMP Moderate within U.S. Government Cloud regions.

You will oversee assessment through production cutover, ensuring contract compliance, schedules, security standards, and client expectations. You will manage milestones, deliverables, top‑level risk, and stakeholder communications; coordinate with Agency and

Qualifications

• Bachelor's degree in IT/CS/Business/Engineering or related discipline.
• Minimum 10 years IT Project Management experience.
• Minimum 5 years managing Federal Government IT projects.
• Demonstrated experience leading large Oracle enterprise application implementations or migrations.
• Experience managing multi-disciplinary technical teams.
• Experience using PMI project management methodologies
• Experience with Agile delivery methodologies
• Experience with on premises to cloud migrations

Responsibilities

• Lead overall project execution from initiation through final transition.
• Develop draft WBS to determine tasks, resources, risks, duration, and effort.
• Create Integrated Project Schedule (IPS) and track critical path.
• Utilize Kanban and daily standups to manage team activities and impediments.
• Manage scope, schedule, budget, and quality of the project.
• Interface with Agency / Prime Contractor leadership.
• Coordinate technical activities across personnel and workstreams.
• Facilitate kickoff, status, technical reviews, and executive briefings.
• Produce weekly/monthly status reports and RAID logs.
• Monitor risks and mitigation strategies; ensure timely submissions.
• Support change management and evaluate impacts on scope/cost.
• Coordinate knowledge transfer and project closeout activities
