Job summary
Center for Digital Governmtent in Maryland is seeking an Oracle Cloud DPW Functional Application Engineer to support DPW budgets and Oracle Cloud ERP/Fusion applications. The role focuses on Unifier, eBuilder, and related Finance, Purchasing, and Budget modules in a government setting.
The position is full-time and hybrid, with at least 2 days in the Annapolis office. Strong problem-solving and customer-service skills are essential.
Qualifications
- Graduation from an accredited four-year college or university with major coursework in mathematics, public or business administration, or a related field, including or supplemented by specialized training in database administration, electronic data processing, programming, GIS engineering, or computer science; and six (6) or more years of experience in electronic data processing systems analysis and design.
- Note: The graduation from an accredited four-year college or university with major coursework in mathematics, public or business administration, or a related field may be substituted on a year-for-year basis with up to four (4) years of experience in Oracle Cloud ERP support; this is in addition to the six (6) or more years of experience in electronic data processing systems analysis and design. Candidates must still have specialized training in database administration, electronic data processing, programming, GIS engineering, or computer science.
- Note: Related bachelor's degrees include Computer Science, Information Technology, and similar information technology degrees.

Responsibilities
- Provides timely technical support to end-users for Oracle Cloud ERP/Fusion applications.
- Diagnose, troubleshoot, and resolve issues related to DPW capital project processes using Oracle Unifier, eBuilder, as well as Finance, Purchasing, and Budget modules.
- Collaborate with business users to understand their requirements and assist in finding solutions.
- Assist with the configuration, testing, and deployment of Oracle Unifier enhancements, eBuilder interfaces with Oracle Fusion, and Oracle Cloud ERP/Fusion updates under guidance.
- Develop and maintain basic documentation for support procedures and common issues.
- Monitor system performance and report on areas for improvement.
- Participate in testing and validation of new features and functionalities.
- Work closely with other IT teams and Oracle support to elevate and resolve complex issues.
- Provide basic training and guidance to end-users on Oracle Cloud ERP/Fusion functionalities.
- Performs related work as required.

The position's pay range will be $120,000 - $171,479. Pay will be based on education and direct experience. Please note that the maximum pay for this Pay Scale represents the full proficiency of the position, not the starting range.
This is a full-time position with the Office of Information Technology assigned to the Department of Public Works. The Oracle Cloud DPW Functional Application Engineer will be responsible for DPW processes related to budgets for capital improvement projects and providing technical support, troubleshooting, and resolution for our Oracle Cloud ERP/Fusion applications. This role requires familiarity with the Oracle Unifier module, with a focus on customer experience within Finance, Purchasing, and Budget. The ideal candidate will possess good problem-solving skills, a commitment to customer satisfaction, and the ability to work collaboratively in a fast-paced environment.

- Understanding of DPW capital project workflows, financial processes, procurement, and budgeting principles within an ERP and Unifier context.
- Good customer service skills with a willingness to build positive relationships with users.
- Ability to diagnose and resolve common technical issues.
- Experience with incident management and ticketing systems.
- Good analytical, problem-solving, and communication skills.
- Ability to work independently and as part of a team.
- Oracle Cloud ERP/Fusion certifications are a plus.

- At least one year of work experience with Oracle BI Publisher reports and FRS (Financial Reporting Studio).
- Work experience with Oracle Integration Cloud (OIC) or other integration tools.
- Basic knowledge of SQL and Oracle database concepts.
- Familiarity with Capital Budget Projects in a Government or Public Works Setting
- Familiarity with eBuilder and the Oracle Unifier modules
- At least one year of work experience with sustaining an organization's settings for an ERP Cloud implementation
- Prior work experience with Public Works, Transportation, or similar government agency or sub-unit
- Prior work experience with capital project workflows, financial processes, procurement, and budgeting principles within an ERP and Unifier context.
