Center for Digital Governmtent in Annapolis, MD seeks an Oracle Cloud ERP/Procurement Engineer to support Purchasing/Procurement and related Finance modules. You will troubleshoot issues, configure updates, and collaborate with users to deliver effective solutions; strong problem-solving and customer-service orientation are essential.
This hybrid role requires 2 office days per week in Annapolis. A background in ERP, Oracle tools, and government procurement processes is preferred.
Qualifications
- Bachelor’s degree in CS/IT or related field; and 6+ years in electronic data processing systems analysis and design.
- Experience with Oracle Cloud ERP/Fusion Support; knowledge of Purchasing/Procurement modules.
- Familiarity with government Purchasing/Procurement workflows is a plus.
Responsibilities
- Provide timely technical support to end-users for Oracle Cloud ERP/Fusion applications.
- Diagnose, troubleshoot, and resolve issues related to Purchasing/Procurement, Finance, and Budget modules.
- Collaborate with users to understand requirements and propose solutions.
- Assist with configuration, testing, and deployment of Oracle updates and enhancements.
- Develop and maintain basic support procedures documentation.
- Monitor system performance and report improvement opportunities.
- Participate in testing and validation of new features; coordinate with IT teams and Oracle support.
- Provide basic end-user training on Oracle Cloud ERP/Fusion functionalities.

The position's pay range will be $120,000 - $171,479. Pay will be based on education and direct experience. Please note that the maximum pay for this Pay Scale represents the full proficiency of the position, not the starting range.
The Oracle Cloud Purchasing/Procurement Functional Application Engineer will be responsible for Purchasing/Procurement processes and providing technical support, troubleshooting, and resolution for our Oracle Cloud ERP/Fusion applications. This role requires familiarity with a County’s Purchasing/Procurement processes, with a focus on customer experience within Finance, Purchasing, and Budget. The ideal candidate will possess good problem-solving skills, a commitment to customer satisfaction, and the ability to work collaboratively in a fast-paced environment.
Responsibility / Duties
- Provide timely technical support to end-users for Oracle Cloud ERP/Fusion applications.
- Diagnose, troubleshoot, and resolve issues related to County Purchasing/Procurement processes, as well as Finance, Purchasing, and Budget modules.
- Collaborate with business users to understand their requirements and assist in finding solutions.
- Assist with the configuration, testing, and deployment of Oracle Purchasing/Procurement/Supplier enhancements and Oracle Cloud ERP/Fusion updates under guidance.
- Develop and maintain basic documentation for support procedures and common issues.
- Monitor system performance and report on areas for improvement.
- Participate in testing and validation of new features and functionalities.
- Work closely with other IT teams and Oracle support to accelerate and resolve complex issues.
- Provide basic training and guidance to end-users on Oracle Cloud ERP/Fusion functionalities.
- Some experience as an Oracle Cloud ERP/Fusion Support Specialist or similar role.
- Understanding of Oracle Cloud ERP/Fusion modules, specifically Finance (General Ledger, Accounts Payable, Accounts Receivable, Fixed Assets), Purchasing, and Budget.
- Understanding of Purchasing/Procurement workflows, financial processes, procurement, and budgeting principles within an ERP context.
- Understanding of Supplier Management as related to various workstream configurations and the dynamic use of Suppliers across the various workstreams as related to the requirements within an ERP context.
- Good customer service skills with a willingness to build positive relationships with users.
- Ability to diagnose and resolve common technical issues.
- Experience with incident management and ticketing systems.
- Good analytical, problem-solving, and communication skills.
- Ability to work independently and as part of a team.
- Oracle Cloud ERP/Fusion certifications are a plus.
Graduation from an accredited four-year college or university with major coursework in mathematics, public or business administration, or a related field, including or supplemented by specialized training in database administration, electronic data processing, programming, GIS engineering, or computer science; and six (6) or more years of experience in electronic data processing systems analysis and design.
Note: The graduation from an accredited four-year college or university with major coursework in mathematics, public or business administration, or a related field may be substituted on a year-for-year basis with up to four (4) years of experience in Oracle Cloud ERP support; this is in addition to the six (6) or more years of experience in electronic data processing systems analysis and design. Candidates must still have specialized training in database administration, electronic data processing, programming, GIS engineering, or computer science.
Note: Related bachelor's degrees include Computer Science, Information Technology, and similar information technology degrees.

Note: Position is a hybrid position with at least 2 days in the office in Annapolis, Maryland.

Preference will be given to candidates with the following:
- At least one year of work experience with Oracle BI Publisher reports and FRS (Financial Reporting Studio).
- Work experience with Oracle Integration Cloud (OIC) or other integration tools.
- Basic knowledge of SQL and Oracle database concepts.
- Familiarity with Purchasing/Procurement/Supplier processes in a Government or Purchasing or Procurement Setting
- At least one year of work experience with sustaining an organization's settings for an ERP Cloud implementation
- Prior work experience with Purchasing, Procurement, or similar government agency or sub-unit
- Familiarity with eBuilder and the Oracle Unifier modules
