Job summary
Guadalupe-Blanco River Authority (GBRA) operates the San Marcos Water Treatment Plant, groundwater system, and treated water delivery to ensure potable water quality meeting TCEQ standards. The Operator II role involves monitoring and operating plant processes, adjusting chemical feeds, performing daily water quality tests, and maintaining records.
Most duties require 12-hour rotating shifts, on-call duties, and strict adherence to safety procedures.
Qualifications
- Work twelve (12) hour shifts on a rotating basis.
- Ability to do shift work, act alone, and continuously exercise sound judgment and vigilance.
- Subject to on-call and call-out duties as scheduled.
- Safely operate gas, electric, hydraulic, and hand tools.
- Read and understand highly technical information in small print (such as Safety Data Sheets and wastewater discharge permits).
- Read analog and digital indicators.
- Basic knowledge of Microsoft 365 applications.
- Residence must be within 45 minutes of San Marcos plant without traffic violations.
Responsibilities
- Meet permit requirements established by EPA and TCEQ.
- Start/stop equipment to meet customer demands.
- Check pumps, motors, valves, chemical feed equipment, and filters for proper operation.
- Set feed rates for process chemicals to match flow and water characteristics.
- Perform and record water quality checks (chlorine, fluoride, taste/odor, alkalinity, hardness, pH, turbidity).
- Make process changes to compensate for changing flow rates and raw water conditions.
- Perform safety procedures and maintain security of plant and well sites.
- Maintain logs, analysis, and data sheets; perform laboratory tests as outlined by the Chief Operator.

PAY RANGE: $48,735.00 - $81,226.00

WORK LOCATION: 91 Old Bastrop Road, San Marcos, Texas 78666
The Operator II is responsible for operating the San Marcos Water Treatment Plant, groundwater system, and treated water delivery systems to produce potable water from surface and groundwater sources. All water delivered must meet or exceed the standards as enforced by the Texas Commission on Environmental Quality (TCEQ).
- Meet the permit requirements as established by the Environmental Protection Agency and the Texas Commission on Environmental Quality (TCEQ).
- Start and stop all necessary equipment to meet customer demands.
- Check pumps, motors, valves, chemical feed equipment, vats, storage tanks, disinfectant equipment, settling facilities, backwash pond, and filters to ensure all equipment is operating properly and for its intended purpose.
- Set the feed rates for all process chemicals to ensure they match flow and water characteristics.
- Perform and record water quality checks, including but not limited to the following:
- Chlorine residual.
- Fluoride residual.
- Taste and odor threshold number.
- Alkalinity and hardness.
- pH.
- Turbidity.
- Make process changes to compensate for changing flow rates and raw water conditions.
- Perform all work in accordance with safety procedures and policies.
- Ensure the security of plant and well sites, buildings, equipment, and grounds.
- Continuously observe the plant and well process, operations, and equipment for proper function and performance; perform emergency maintenance when required.
- Notify management when problems and/or questions arise.
- Complete in an up-to-date and accurate manner all logs, analysis, and data sheets.
- Perform all laboratory tests as outlined by the Chief Operator.
- Verify and sign for equipment and supplies that arrive during non-business hours.
- Provide maintenance and care of all materials, tools, equipment, and vehicles assigned to the plant and well sites.
- Maintain, on a daily basis, the well sites and plant building, including the control room, lab, and restrooms.
- Maintain a courteous attitude when dealing with external customers.
- Perform other duties as assigned.

- The permanent residence must be such that travel time to the San Marcos water treatment plant is no more than 45 minutes without violating traffic laws.
- High School Diploma or GED
- Valid driver's license as issued by the State of Texas.
- Ability to remain insurable under GBRA’s vehicle liability policy.
- Occupational licenses as issued by the State of Texas:
- Class C Surface Water operator license required.
- Class C Ground Water operator license preferred or must be able to obtain in 18 months.
- Previous experience working in a surface water treatment plant is preferred.
- Experience in utility operations and maintenance, customer service, and/or construction is desirable.

Work at elevated levels greater than 50 feet on platforms, roofs, bridges, etc. Climb vertical ladders up to 20 feet in height. Repeatedly lift, load, and unload up to 50 pounds. Respond to visual and audible alarms. Wear personal protective equipment, such as safety glasses, protective footwear, and a self-contained breathing apparatus (SCBA), as outlined in the employee Safety Manual. Safely enter, exit, and work in trenches and confined spaces. Perform basic first aid and CPR. Employees must wear protective footwear in compliance with the ANSI or ASTM standard. New employees are provided protective footwear. Replacement footwear is provided annually for qualifying employees.

About 70 percent indoors and 30 percent outdoors and maybe in inclement weather. Occasional travel to attend training is necessary to maintain required licenses and certificates. There are hazards associated with chemicals and rotating or moving mechanical parts, requiring an operator to exercise care in their activities. Works with or is exposed to hazardous chemicals used in the treatment of water. May require work more than 8 hours a day and will require shift work.
- Personal transportation is required to the normal work site, where the employee will use vehicles provided by GBRA to perform duties.
- Occasional travel to attend training is necessary to maintain required licenses and certificates.
- Overnight travel is primarily for meetings and training.
