Position Overview

This position is accountable for the development, implementation, administration, scheduling, quality, and evaluation of diverse technical leadership training programs. This accountability requires the position to identify and design specific training seminars as well as schedule, locate, staff, and implement these seminars. The incumbent functions as an interagency liaison with all other levels of federal/state/municipal government in the implementation of Bureau of Operations responsibilities, as well as assisting with development and implementation of departmental training programs.

Essential Functions
  • Designs, develops, schedules, plans, implements, administers, and evaluates departmental Operations training courses related to technical/leadership programs.
  • Designs, develops, implements, and administers training programs for the department.
  • Develops and distributes an annual training schedule.
  • Functions as interagency liaison in the development and scheduling of operations training programs.
  • Identifies, selects, and evaluates consultant trainers/copyrighted programs ensuring department criteria compliance.
  • Reviews and recommends the scheduling, budgeting and payment of all costs associated with the provisions of operations training responsibilities.
  • Recruits, selects, trains, motivates, and evaluates in-house Cadre and subordinates to ensure a well-developed and competent staff.
  • Conducts Bureau of Operations training seminars.
  • Assists the Traffic Incident Management Coordinator in Traffic Incident Management Trainings statewide.
  • Perform duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Completion of a bachelor's degree majoring in business, public administration, education, or a related field PLUS two years of experience in training program implementations, training coordination, or a combination thereof; OR Eight years of experience in training program implementations, training coordination, or a combination thereof.
Preferred Qualifications
  • Familiarity and understanding of departmental training needs.
  • Working knowledge of highway maintenance and roadway operations training programs.
  • Ability to maintain cooperative relationships with employees, agency officials and the public.
  • Working knowledge of Learning Management Systems.
  • Strong oral and/or written communication skills.

  • Successful completion of a background screening.
