Job summary

Shenandoah Valley Electric Cooperative is seeking a District Operations Supervisor to lead and coordinate construction crews for electric distribution and transmission systems. You will direct field work, ensure safety, and collaborate with office, engineering, and maintenance teams to meet reliability and cost targets.

The role requires a Journeyman Lineman certification, strong supervisory skills, and the ability to manage outages and field incidents.

Qualifications

  • High School Diploma or GED and 10 years in construction/maintenance of an electric utility.
  • Journeyman Lineman certification obtained through approved Lineman Training Program.
  • Proficient with construction and technical equipment used by line crews.
  • Experience with data entry and computer operations including PC applications.
  • Supervisory experience preferred.

Job description

Plan, schedule, coordinate and direct district construction work crews to construct, operate and maintain cooperative’s electric distribution and transmission system in accordance with established cooperative guidelines to provide the most economical and reliable service to members while achieving cooperative goals and objectives. Acts as a liaison between office, engineering, maintenance, members and the public.

Reporting Relationships

Reports to: Director of Operations & Field Safety

Directs: Lead Lineman, First & Second-Class Lineman, Equipment Operators and Operation Field Service Coordinators

Responsibilities
  • Direct crews in the construction, operation and maintenance of energized and de-energized overhead and underground transmission and distribution facilities, when needed perform actual craft work.
  • Plan, organize and document crew activities to utilize resources safely, effectively and efficiently.
  • Monitor actual to standard to work order labor and material requirements to ensure cost and performance are within targets.
  • Assign appropriate crews to job and requisitions materials and equipment.
  • Recommend to the Manager of District Operations materials to improve construction procedures, equipment performance and quality of work.
  • Perform administrative functions with directed employees to provide training and development, work assignments, performance appraisals, discipline, and compliance with VOSHA safety rules, SVEC safety, employment practices and policies.
  • Promote positive work relationships and employee morale in all work crews.
  • Direct assigned crews in the safe use and maintenance of materials, trucks, tools and equipment assigned to crews.
  • Coordination of outage restoration (major/minor) to include accuracy of records and associated load transfers.
  • Prepare an on-call schedule for the district.
  • Responsible for vehicle, tools and other SVEC equipment assigned for use.
  • Provide input for district expenses, maintenance, training and capital budgets.
  • Attend staff meetings, committee meetings and district meetings.
  • Approve invoices and solicit bids for certain projects.
  • Go to the field to observe construction-related activities, safe work habits and quality control.
  • Assist with insurance claims against the cooperative.
  • Handle meter tampering and persons obtaining service without payment, investigate, attain officer to the scene, take pictures, obtain statements, warrant and court action, if necessary.
  • Assist in special projects as necessary.
Job Related Qualifications
Education and Experience
  • High School Diploma or GED and 10 years of experience involved in the construction, operation, maintenance and repair of an electric utility system.
  • Documentation of completion of an approved Lineman Training Program that certifies the employee as a Journeyman Lineman.
  • Must be proficient in use of all construction and technical equipment used by line crews.
  • Experience in data entry and computer operations including PC applications.
  • Supervisory experience preferred.
Required Skills and Abilities
  • Must be able to maintain professionalism and control under all circumstances.
  • Has and maintains a valid driver’s license and acceptable driving record and is able to operate SVEC vehicles.
  • Must become and remain certified in CPR and first aid. Must also be skilled in the use of safety equipment.
  • Strong verbal, written, analytical and interpersonal skills.
  • Ability to interview and select employees.
  • Ability to supervise, coach and direct employees assigned.
  • Ability to work well with other departments’ personnel and to break down "silos".
  • Ability to dissect and resolve complex problems quickly and systematically.
  • Ability to deal with irate consumers or the public regarding collections, bills, service restoration, right-of-way, etc.
  • Ability to provide extra hours during emergencies or when the workload demands.
  • Must possess effective techniques to research and access all sources necessary to fulfill position responsibilities.
  • Must have access to reliable transportation to and from work.
Physical Requirements
  • Participation in SVEC job safety and training programs, relevant workshops, seminars and other SVEC-sponsored courses and events.
  • Must be able to use office equipment including telephone, computer, and other systems and related software in the performance of position responsibilities.
  • Must be able and available, during any and all types of weather conditions, to work weekends, holidays, evenings and other times outside normal duty hours to assist in service restoration and other emergencies that may arise or when the workload demands.
  • Must always maintain an operating telephone or personal communication device at their place of residence. Ability to contact the telephone or personal communication device must be made available to SVEC for the purpose of contacting the manager to conduct legitimate routine and/or emergency business.
  • This position involves primarily inside work and may require occasionally lifting up to 130 pounds unassisted, and routine lifting of objects weighing up to 50 pounds. This position also requires standing, walking, climbing, balancing, stooping, kneeling, pushing, pulling, crouching, crawling, climbing of poles and structures, and exposure to dirt and water under all weather conditions.
Pay Range

$115,531.78 - $154,523.72 annually

Actual compensation within this range will be based on the applicant’s experience, education, relevant skills and field knowledge.
