Job description

For nearly 50 years, CSA has delivered integrated technology and operational support services to meet the defense and federal sector's most complex enterprise needs. Working from operations centers and shipyards to training sites and program offices, CSA deploys experienced teams, innovative tools and proven processes to advance federal missions.

CSA is looking for a remote Operation Planning Analyst II to provide training, policy, and Emergency Management (EM) Program Assessment Support to the Commander Navy Installation Command (CNIC), currently located within Building 111 at the Washington Navy Yard in Washington, DC.

Primary responsibility includes providing support for the successful development, delivery, and tracking of training to the Navy emergency management community, including installation emergency managers, emergency operations center managers, incident management team members drawn from across the command, and installation commanding officers, executive officers and senior enlisted. The task also involves the development, coordination, and drafting of Emergency Management policies and procedures to include coordination with other Departments, Regions, and Installations. Primary responsibility involves facilitating policy review discussions, drafting, and creating official tasking for working and executive level review, and tracking / adjudicating comments provided during the review period. This task also provides support for the successful delivery and tracking of Emergency Management Program metrics.

How Role will make an impact:

Task Order Level Management

  • Contractor will deliver a plan of action and milestones (POAM) for each assigned project associated with the below task and sub-tasks and will make regular status reports to the EM program specialist, program manager or deputy program manager, as requested. All activities will be included in the monthly status report.

Training Program Support:

  • Maintain knowledge of Department of Defense and Navy EM policy, doctrine and defined mission essential tasks to ensure their inclusion in the curriculum.
  • Coordinate and facilitate formal biennial review of the curriculum and training materials associated with each of the above courses. Identify inconsistencies, problem areas, and voids between doctrine and training.
  • Establish and maintain a process of continuous review of training material, including immediate implementation of training based on Lessons Learned (real world and exercise).
  • Maintain a repository of validated best practices to supplement approved training material.
  • Make recommendations to improve EM curriculum and ensure its currency. Track implementation of required changes.
  • Develop, maintain, and improve the ability to track and analyze training delivery. Apply analytical and measurement techniques to develop metrics to communicate data regarding EM training.
  • Make recommendations to improve training completion rates and maintain a high level of EM knowledge across the EM community.
  • Support and facilitate conferences and working groups as needed.

Policy Analyst Support:

  • CNIC HQ Commanders Critical Information Report Notice lifecycle support as needed.
  • Destructive Weather Warning Order (WARNORD): Updated annually in coordination with USFFC.
  • CNIC All-Hazards Plan (AHP). Update annually, including all annexes and appendices.
  • CNIC M-3440.17A, Navy Installation Emergency Management Program Manual: Maintenance, revision, and annual review of all material and annexes within the document.

Emergency Management Program Metrics:

  • Draft and maintain emergency management and dispatch metrics reporting. Develop additional reports on Quality Assurance and Improvement (QA/I) as required. As new emergency management and dispatch requirements are expanded or changed refresh metrics to cover all Regions.

EM Assessment Support:

  • Develop, maintain, and administrate the Emergency Management Program Assessment Tool (EMPAT), a Microsoft Access based application used for the collection, storage, and analysis of Navy installation EM assessment data.
  • Assist EMPAT users with training, troubleshooting, account registration, and provide other general support as required.
  • Develop query-based reports of assessment data and provide to end users on a periodic or ad hoc basis.
  • This task may require periodic travel as requested by the government.
  • Contractor shall provide outputs associated with the tasks listed in formats that include, but are not limited to, MS Power Point presentations, MS Word documents, MS Excel spreadsheets, MS Access databases, emails, and oral briefings.

What you’ll need to have to join our award-winning team:

  • Clearance: Must possess and maintain an active Secret Clearance
  • A minimum of ten years’ experience in developing doctrine, policy and plans in a command-and-control environment; or a minimum of five years’ experience in the development of emergency management plans for either federal or state organizations and five years’ experience in the development and execution of incident or contingency operations.
  • A minimum of a Master of Business Administration or a Master’s Degree in one of the following disciplines: Public Policy, Public Administration, Information Technology, or Engineering. Recent relevant experience in directing a project within DOD which included: a study, gap analysis, COA development, documentation generation, briefings and in progress reviews. Knowledge of DOD title 10 responsibilities and regulations.
  • At least 10 years of military service.
