Description

CSA is looking for a remote Operations Planning Analyst II to provide training, policy, and Emergency Management (EM) Program Assessment Support to the Commander Navy Installation Command (CNIC), located within Building 111 at the Washington Navy Yard in Washington, DC.

Primary responsibilities include supporting the development, delivery, and tracking of training for the Navy emergency management community, including installation emergency managers, emergency operations center managers, incident management team members, and installation commanding officers, executive officers, and senior enlisted personnel. The role also involves developing, coordinating, and drafting Emergency Management policies and procedures, facilitating policy review discussions, and tracking comments during review periods. Additionally, the role supports the delivery and tracking of Emergency Management Program metrics.

Requirements

How Role will make an impact:

  • Task Order Level Management: Deliver plans of action and milestones (POAM) for each project, providing regular status reports to the EM program team.

Training Program Support:

  • Maintain knowledge of DoD and Navy EM policies, doctrines, and essential tasks.
  • Coordinate and facilitate biennial curriculum reviews and updates.
  • Establish continuous review processes for training materials.
  • Maintain a repository of best practices and recommend curriculum improvements.
  • Develop and analyze training delivery metrics.

Policy Analyst Support:

  • Support CNIC HQ critical information reports, Weather Warning Orders, and the CNIC All-Hazards Plan.

Emergency Management Program Metrics:

  • Draft and maintain emergency management and dispatch metrics reports, updating as requirements evolve.

EM Assessment Support:

  • Develop and maintain the Emergency Management Program Assessment Tool (EMPAT).
  • Assist users, troubleshoot, and generate reports from EMPAT.
  • Travel periodically as required.

Qualifications:

  • Active Secret Clearance.
  • Minimum 10 years’ experience in doctrine, policy, and plans in a command-and-control environment, or 5 years’ experience in emergency management plans and incident operations.
  • Master’s Degree in Business Administration, Public Policy, Public Administration, Information Technology, or Engineering.
  • At least 10 years of military service.
