Job summary

What You Will Do

Utilities and Infrastructure is seeking a highly motivated Operations Manager to lead the Traffic and Open Space operations group (UI-TOS). The selected candidate will be responsible for leadership, technical direction, and oversight of activities and responsibilities within the UI Traffic and Open Space portfolio as well as management of the facility supervisor team. The UI-TOS Manager will ensure deployed functions such as Environment, Safety, Health, and Quality (ESH&Q), Engineering, and Maintenance safely perform operations in accordance with P315 Conduct of Operations. The UI-TOS Operations Manager will also participate in the UI Duty Officer program to cover off-hours operation. Traffic System Operations management includes oversight of the maintenance, repair, and operations of all existing paved roadways, parking lots, curbs and gutters, sidewalks, traffic signals, temporary traffic control, pavement markings, traffic control devices, traffic signs, guardrails, and bridges. Also included are those dirt fire roads/fire breaks that exist outside of Special Access Control Areas as well as Lab-wide snow removal and ice control services. Open Space Operations management includes oversight of the maintenance, repair, and operations involving all existing landscaping, underground irrigation, plantings, erosion control, surface-water drainage, storm sewers and drains, vegetation control, exterior pest control and pesticide application, and free-standing permanently secured benches, tables, and wood structures that are not attached to buildings.

What You Need
Minimum Job Qualifications:

Operations Management: Demonstrated experience in implementing P315, Conduct of Operations (or similar) to include conducting fact findings, root cause analysis, and lessons learned. Demonstrated experience and skill developing and implementing organizational strategies and objectives. Demonstrated skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting performance operations management.

Maintenance Operations: Demonstrated ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics. Thorough knowledge of operational management including systems and engineering design and maintenance, configuration management, work control, and/or control systems.

Leadership: Demonstrated experience and skill in management, supervision, and human resources administration of assigned employees. Demonstrated experience negotiating, change thinking of, or gain acceptance from peers, upper management, and customers in sensitive situations. Ability to provide strong leadership, mentorship, prioritization, and management of assigned employees in a collaborative and participative environment to build strong teams.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Active Q Clearance.
  • Experience with UI Emergency, Open Space and/or Roads and Grounds operations to include snow and ice control management and planning.
  • Experience with LANL Engineering and Construction Standards associated with open space, roads and grounds, and emergency operations.
  • Utilities Management experience.
  • Experience with oversight of utilities operators and union craft.
  • Experience as required by all applicable DOE and/or Department of Transportation (DOT) orders.
  • Thorough knowledge of LANL policies and procedures.
  • Familiarity with American Public Works Association (APWA) policies and procedures.
  • Manual on Uniform Traffic Control Devices (MUTCD) training.
Essential Job Functions (can perform with or without reasonable accommodation):

Ability to hear in a normal range (500 to 3000 htz), climbing stairs and ladders, bending, crouching, and lifting and carrying 5 to 10 pounds.

Work Environment:

Work Location:

The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment:

Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q

Position will be cleared to this level. Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test:

The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program:

Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
