Job summary

Leidos in Rockville, MD seeks an experienced Infrastructure Operations Manager to lead the design, implementation, and operation of IT infrastructure for a high-visibility HHS program. You will head multiple task areas including NOC/SOC, network, storage, servers, and middleware, ensuring SLAs and secure, compliant operations.

You will guide planning, execution, and optimization of infrastructure projects, manage budgets, and coordinate with program staff and stakeholders.

Qualifications

• Bachelor’s degree or related field with 10+ years of related experience; minimum 5+ years in project management.
• U.S. Citizenship is required.
• Ability to obtain a Public Trust clearance and 3 years of residency in the U.S.
• Ability to lead teams, make critical decisions, and resolve conflicts.
• Experience managing multiple projects concurrently.
• Experience managing Infrastructure Operations including NOC/SOC and Data Center Operations.
• Experience hosting virtual presentations and meetings using collaboration tools.

Responsibilities

• Lead day-to-day operation and maintain designated service delivery infrastructure (network, storage, server, virtualization, OS, middleware, and applications).
• Lead planning, execution, and operation of infrastructure projects aligned with customer mission.
• Ensure successful operation of systems in a timely, accurate, and efficient manner.
• Maintain maximum production system availability per SLAs.
• Evaluate, recommend, and install tools for infrastructure operations; identify and report issues.
• Collaborate with infrastructure teams to troubleshoot, repair, and escalate incidents and communicate issues to customer and management.
• Implement and manage scheduling tools for job execution and workflows.
• Facilitate technical meetings with program staff and stakeholders; create agendas and minutes.
• Provide weekly and monthly status and invoice reports covering progress, cost, schedule, quality assurance, configuration, and security services.
• Support change management, communications, and training for new services and capabilities.
• Identify and mitigate risks to program and project delivery; develop contingency plans.
• Manage project budgets and ensure resources align with budgets.
• Monitor procurement for HW/SW, licenses, maintenance, and service agreements; notify customer of expirations per SLA.
• Support budgeting process and projection of fiscal year operational costs.

The Leidos Enterprise Health Division is seeking an experienced Infrastructure Operations Manager to support a highly visible Technology (IT) services effort at the Health Human & Human Services (HHS) in Rockville, MD.

This position is contingent upon contract award expected in early 2027

We are looking for an experienced Infrastructure Operations Manager to lead multiple task areas including, but not limited to Designing, Implementing, and Operating Infrastructure. The candidate will serve as a task order leader in a team environment that will maintain functionality of IT systems in accordance with HHS standards.

The type of services required to be provided are: Overall Project, Contract Management, Infrastructure Operations, NOC/SOC, Network Operations, Security Operations, UCC Operations, and Mobile Communications. The candidate is expected to work independently and collaboratively in a team environment with good communication and interpersonal skills to work in a customer-focused team environment.

Responsibilities:

• Lead day-to-day operation and maintain designated service delivery infrastructure, which may include, but not be limited to, network, storage, server, virtualization, operating system, platform and/middleware, and application software.
• Lead planning, execution, and operation infrastructure systems and projects including process improvement, infrastructure, reporting and more, ensuring they are aligned with the customer mission and business requirements.
• Ensure the successful operation of systems in an accurate, efficient and timely manner.
• Maintain maximum availability of the production systems in accordance with SLAs.
• Evaluate, recommend and install tools for infrastructure operations; and identify and report problems including, but not limited to, system, file, disk, and application problems.
• Work with infrastructure teams to perform troubleshooting, repair, and escalation of incidents and problems and communicate any issues with customer and management team.
• Implement and manage scheduling tools for managing/automating job execution (e.g., workflow processes, interdependencies, requirements, file exchange functions).
• Participate in, or facilitate, technical meetings, conference calls and workgroups with Program staff and stakeholders. Provide meeting facilitation services and create meeting agendas, meeting minutes for face-to-face and online meetings.
• Provide weekly updates and separate monthly status and invoice reports for task areas that include information on progress, cost, schedule, quality assurance, configuration management, and security services.
• Support Change management, communications, and training to facilitate the timely adoption and ongoing use of new and improved services, functions, and capabilities.
• Work with teams to identify and mitigate risks associated with program and project delivery. This includes assessing potential issues and developing contingency plans.
• Manage project budgets, ensuring that financial resources are allocated efficiently and that the projects stay within budget.
• Perform effective procurement monitoring for all HW/SW, license, maintenance, and service agreements, providing notification to customer of any expirations with government SLA requirements.
• Support budgeting process and projection of fiscal year operational costs.

Minimum Education and Experience:

• Bachelor’s degree or related field, plus ten years of (10) years or more of related experience; five (5) years or more experience in managing projects
• Must be a U.S. Citizen.
• Ability to obtain a Public Trust Clearance, and 3 years consecutive residency in the US.
• Ability to lead teams and make critical decisions, and resolve conflicts as required.
• Candidate must have specialized experience working on multiple projects, simultaneously.
• Experience managing Infrastructure Operations to include, but not limited to NOC/SOC, Data Center Operations, and special projects.
• Experience hosting effective virtual presentations and meetings, using collaboration tools including video calls, file sharing, and whiteboarding.
• Proficient with Azure, AWS, and AI technologies. Has a good understanding of DNS technology, on premise and in the Cloud.
• Proficient in budget planning and management.
• Strong understanding of risk management principles and practices.
• Knowledge of Incident, Request, Problem, Configuration, and Change Management practices.

• PMP Certification
