Job summary

Leidos is seeking an experienced Infrastructure Manager to lead the IDCS program at Joint Base San Antonio, TX. This role directs the Leidos Infrastructure Section, overseeing lab operations, service management, cloud services, and customer engagements.

Qualifications

  • Bachelor’s degree in computer science or related field with 8+ years of relevant experience, or a master's degree with 6+ years.
  • Minimum of 4+ years in a supervisory or management role.
  • Demonstrated success managing a customer or client relationship as the primary contact.
  • Extensive knowledge of network architecture, server management, virtualization, cloud computing, and data center operations.
  • Active DoD 8140 Advanced-level certification and U.S. citizenship or clearance eligibility.
  • Proven ability to lead large cross-functional teams and brief senior leaders.

Description

The Leidos Digital Sector is seeking an Infrastructure Manager for its Integrated Defensive Cyber System (IDCS) program. This technical leader will provide direct support to the USAF Defensive Cyber Systems Program Management Office (PMO) at Joint Base San Antonio, TX. They will manage the Leidos Infrastructure Section, including its Systems Integration Lab, Service Desk and IT Service Management, Cloud Services and Accreditation, Embedded Operations at customer sites, System Training, and Contracted Facilities.

This key leadership role requires strong technical knowledge, complex relationship development, and routine customer engagement. The Infrastructure Manager oversees multiple areas, teams, and team leaders. They must be capable of leading other leaders, collaborating across organizational boundaries, and aligning disparate groups. Success will require (i) an in-depth understanding of infrastructure, cloud, virtualization, networking, and cybersecurity; (ii) an ability to assess technical direction for accuracy and opportunities for improvement; and (iii) seasoned communication skills to provide the technical guidance required for implementing solutions and social awareness needed to simplify explanations for senior leaders.

Primary Responsibilities:

Program Execution and Reporting

  • Manages large-scale, technical projects from beginning to end, ensuring deliveries are on-time and within budget.
  • Manages Infrastructure commitments, dependencies, and risks to minimize variance against planned schedule and budget baselines.
  • Oversees accreditation and authorization efforts for Infrastructure systems.
  • Prepares, communicates, and manages financial requirements for effective lifecycle management.
  • Submits Infrastructure reports to customer and Leidos leadership, including weekly activity, monthly status, and schedule-driven reports.

Section and Personnel Management

  • Leads Leidos Infrastructure Section, sets direction, ensures accountability, and develops junior leaders.
  • Supervises Leidos employees and oversees subcontract personnel; provides guidance, support, and direction to ensure effective performance and delivery.
  • Delegates appropriately, fosters a collaborative culture, and enables high-performing teams at various sites.
  • Balances capacity and priorities across concurrent efforts.
  • Manages hiring, onboarding, retention, and succession planning.

Customer and Stakeholder Engagement

  • Serves as primary contact for Government's Infrastructure Section Chief; establishes and sustains a strong, trusted, and responsive relationship.
  • Creates and leverages effective relationships with PMO leaders, subcontract partners, and other contract stakeholders.
  • Represents Infrastructure interests in program reviews, integration forums, planning events, and leadership briefings.
  • Collaborates across organizational boundaries to communicate and understand dependencies, build consensus, and drive issues to resolution.
  • Provides counsel to address Infrastructure problems, issues, and concerns; preemptively develops and presents plans and solutions; and proactively and clearly communicates status, risk, and issues.

Technical Direction and Oversight

  • Oversees design, deployment, maintenance, and optimization of on-prem and cloud compute and network systems, including LANs, WANs, intranets, extranets, and high-performance virtual environments.
  • Establishes technical direction for Infrastructure aligned with customer and program objectives, accreditation posture, and mission needs.
  • Directs and executes technical solutions to maintain system integrity and continuous operations.
  • Oversees development, test, and production environments to ensure optimal performance.
  • Develops and maintains disaster recovery plan to safeguard infrastructure and continuous operations.
  • Evaluates technical risk, estimates, and proposed solutions for accuracy and feasibility.
  • Integrates hardware, software, and network solutions to enhance operational capabilities.
  • Supports and develops standards, metrics, and measures to enable assessments, process improvements, and operational efficiencies.
  • Tracks technology trends, assesses their relevance, and shares insights with the team.
  • Promotes and integrates industry best practices, identifying opportunities to enhance efficiency and optimize resources.

Basic Qualifications:

  • Bachelor’s degree in computer science or related field with 8+ years of relevant experience, or a master's degree with 6+ years. Equivalent work experience may be considered in lieu of a degree.
  • Minimum of 4+ years of experience in a supervisory or management role, including leading other leaders.
  • Demonstrated success managing a customer or client relationship as the primary contact.
  • Demonstrated success coordinating and driving projects to completion across multiple organizations.
  • Extensive knowledge of network architecture, server management, virtualization, cloud computing, and data center operations.
  • Experience with VMware, Hyper-V, or KVM for virtual environment management.
  • Firm understanding of cybersecurity principles and practices, including applying them to firewalls, VPNs, encryption protocols, and compliance standards.
  • Demonstrated proficiency in managing large-scale, IT projects from start to finish, ensuring on-time delivery within financial constraints.
  • Proven ability to (i) diagnose complex issues, (ii) develop viable solutions, and (iii) direct responses for efficient resolution.
  • Exceptional verbal and interpersonal skills, including briefing senior leaders and communicating effectively with non-technical stakeholders.
  • Excellent written communication skills, including status reporting and correspondence with senior Government officials.
  • Proven leadership skills to successfully manage a diverse and geographically separated technical team.
  • Active DoD 8140 Advanced-level certification (e.g., CISSP or CISSP-ISSEP).
  • U.S. citizenship, active Secret clearance, and/or eligibility to obtain TS/SCI.

Preferred Qualifications:

  • Experience supporting a Government PMO.
  • Advanced experience with DoD accreditation and authorization processes.
  • Operational experience with multiple cloud service providers (e.g., AWS, Azure, or Google Cloud).
  • Proficiency in Agile development methodologies.
  • Experience applying Infrastructure-as-Code practices.
  • Proficiency in DevOps, continuous integration tools, and source control.
  • Proficiency with Jira and Confluence for project management and team collaboration.
  • Experience with IT Service Management platforms and service desk operations.
  • Certification in project or program management.
