The Role:
Coquí Power is seeking an O&M Readiness Manager to ensure that its utility-scale Photovoltaic and Battery Energy Storage System (PV + BESS) portfolio transitions from construction into sustained commercial operations with full organizational, procedural, and contractual readiness. This role is the bridge between the Owner Core Team and the long-term asset management function-establishing the O&M governance framework, managing the O&M contractor selection and mobilization, building the operating procedures library, and overseeing the staffing plan for post Final Investment Decision (post-FID) operations. The O&M Readiness Manager reports to the Director of Engineering & Construction and is accountable for O&M strategy, readiness planning, contractor selection, operating procedures, and commissioning coordination workstreams.
Key Responsibilities:
- Develop and oversee the O&M strategy for the company’s projects, including selection of the service model (self-perform, full O&M contract, or hybrid approach), establishment of performance standards, and coordination with the operational requirements of the Puerto Rico Electric Power Authority (PREPA) and LUMA Energy (LUMA).
- Lead the O&M contractor Request for Qualifications (RFQ) / Request for Proposal (RFP) process: draft scope of services, evaluate bids, negotiate long-term service agreements, and coordinate with the Procurement & Contracts Lead on commercial terms and Energy Storage System Agreement (ESSA) compliance obligations.
- Build and maintain the operating procedures library, including normal operations, grid dispatch response, BESS charge/discharge cycling, agrivoltaic interface protocols, emergency response, and environmental compliance procedures.
- Coordinate commissioning activities with the Engineering, Procurement, and Construction (EPC) contractor, Owner’s Engineer (OE) firm, and LUMA interconnection team-ensuring all pre-energization checklists, protection relay settings, Supervisory Control and Data Acquisition (SCADA) integration, and grid-forming inverter commissioning milestones are tracked and closed.
- Develop the O&M readiness plan and staffing model: define the operating organization chart, workforce plan, training curriculum, and go-live readiness checklist aligned with FID and Commercial Operation Date (COD) targets.
- Implement or configure the Computerized Maintenance Management System (CMMS), including asset hierarchy, preventive maintenance schedules, spare parts catalog, and Key Performance Indicators (KPIs) aligned with BESS warranty and Power Purchase and Operating Agreement (PPOA) / Energy Storage System Agreement (ESSA) requirements.
- Serve as the Owner’s primary technical representative in all O&M interface discussions with PREPA, LUMA, OE firm, and EPC contractor during the pre-COD period; track open items and drive to closure within FID schedule constraints.
- Coordinate with the Systems Integration & Artificial Intelligence (AI) Manager on SCADA, Power Plant Controller (PPC), and digital monitoring platform integration, ensuring operational data flows are configured for performance reporting and regulatory compliance before COD.
- Support agrivoltaic interface management: coordinate with the Agricultural Operator on O&M access protocols, fencing and vegetation management procedures, and cattle grazing interface requirements per the Development and Operating Agreement.
Qualifications:
- Bachelor’s degree in Electrical Engineering, Mechanical Engineering, or a closely related field; Professional Engineer (PE) license preferred. 8+ years of experience in utility-scale renewable energy O&M, asset management, or commissioning, with direct experience on solar Photovoltaic (PV) and/or BESS at the megawatt (MW) scale.
- Demonstrated experience developing O&M strategies, service agreements, and operating procedures for utility-scale PV+BESS assets; familiarity with Li-Ion BESS technology platforms (Contemporary Amperex Technology Co. Limited (CATL), Samsung SDI, Build Your Dreams (BYD), or equivalent).
- Familiarity with PREPA and LUMA operational requirements, Puerto Rico energy regulations, and Institute of Electrical and Electronics Engineers (IEEE) / North American Electric Reliability Corporation (NERC) standards applicable to grid-connected inverter-based resources; prior island-grid or microgrid O&M experience is a strong plus.
- Experience leading or overseeing plant commissioning activities for utility-scale solar and BESS, including SCADA integration, protection relay testing, grid-forming inverter commissioning, and LUMA interconnection acceptance testing.
- Working knowledge of Computerized Maintenance Management System (CMMS) platforms (Maximo, SAP Plant Maintenance (SAP PM), UpKeep, or equivalent) and performance monitoring systems; experience configuring asset hierarchies and Preventive Maintenance (PM) schedules for PV+BESS plants.
- Strong written and verbal communication skills in English and Spanish; ability to produce O&M procedures, contractor scopes, and technical reports suitable for Owner, lender, and regulatory review.
- Ability to work effectively in a lean Owner team environment, managing multiple workstreams simultaneously with minimal supervision and with a builder’s mindset in establishing processes from scratch.
