Overview

The Operational Risk Project Manager (“PMO”)/Change Management function provides project management support for the Operational Risk Management Framework (“ORMF”) MRA remediation as well as other related implementation projects.

This role will provided:

Dedicated support to centrally manage the MRA remediation project – PMO is responsible for coordinating the activities and implementing remediation plans. Further, PMO manages the overall governance of the project including: developing standardized formats for developing remediation plans, reporting and status updates; coordinating deliverables to “prove” completion status (QA); and, escalating issues in a timely and appropriate manner. Similarly, the PMO is responsible for driving the project forward to ensure the action plan is being executed on a timely basis and that all initiatives are achieving their goals on a day-to-day basis.

Further grow the function into a centralized PMO/Change Management function within ORD - PMO will be responsible for setting the framework and applying it to operational changes and project initiatives to ensure objectives are achieved and risks are managed in collaboration with all relevant IRMs/SME.

Responsibilities

MRA Remediation Project Management

  • Centrally support MRA remediation projects, and other related implementation projects to ensure timely and quality execution
  • Develop and enforce project management methodology, templates, tools, and processes to ensure consistency within the PMO procedure
  • Manage and optimize the allocation of resources, ensuring the right people and skills are available
  • Act as a central point of contact for key internal and external stakeholders, facilitating communication and collaboration
  • Track project progress, identify risks and issues, and implement corrective actions to ensure the program is on track.
  • Serve as repository of project management knowledge, best practices, and lessons learned, making this information readily available to the Bank.
  • Ensure that program deliverables align with organizational goals and comply with relevant policies and regulations
  • Ensure that resources are allocated effectively and that the deliverables are prioritized strategically.
  • Continuously improve the ORD PMO program by performing periodic reviews and updates, making changes to the framework, as needed
  • Develop a timely and efficient remediation plans for MRA risk and issues and manage potential remediation actions
  • Provide PMO input during strategic planning process
  • Communicate with ORM team members, ORM leadership, and Executive Management to support the Bank’s Operational Risk Management Policies and Procedures
  • Ensure that the execution of the program is aligned to the overall strategic goals of the organization.
  • Review and ensure that related policies and procedures comply with regulatory requirements and align with industry practices

Project Reporting

  • Provide end-to-end project management for multiple work streams
  • Accountability for project objectives set by the MRA steering committee
  • Stakeholder and management reporting on progress, status, issues, risks
  • Ensure high quality projects are delivered on-time
  • Support key stakeholders and business partners with additional tasks on an as-needed basis
  • Prepare necessary documentation and reporting as per project procedures and bank requirements
  • Prepare for and hold monthly committee meetings and working group meetings
  • Create and follow up on action items
  • Assist in development and coordination of action plans
  • Assess and approve any changes to action plans or mitigation measures to ensure they address corrective actions
  • Recommend plan revisions, including timetables, and tracking revision status
  • Draft committee and project plans, charters, documentation, etc.
  • Manage projects and provide accurate status reporting for oversight and decision making
  • Ensure ongoing communication, and escalation where approriate, of program risk activities to relevant stakeholders and risk committees
  • Respond to regulatory and USRMC/JO inquiries related to MRA activities

Project Governance

  • Develop and enforce project management methodology, templates, tools, and processes to ensure consistency within the program

Change Management

  • Establish operational risk change management framework, in line with the ORMF and manage the related activities
Qualifications
  • Bachelor's degree is required

  • 10+ years of total banking work experience, including within operational risk or enterprise risk management areas
  • 10+ years of relevant project management or equivalent experience, including regulatory issue remediation project management
  • Good understanding of regulatory processes, activities, and requirements of a foreign banking organization
  • Proven ability of liasing with regulators and hands-on experience in regulatory examinations at an international financial institution
  • Broad financial expertise with knowledge of business policies, products, processes, systems, and roles related to operations, compliance, and risk management
  • Knowledge of operational or enterprise risk management concepts, framework, methods, and effective governance practices
  • Experience managing projects related to regulatory enforcement actions required
  • Solid understanding of project management processes
  • People management/ leadership skills, team player
  • Ability to work in fast paced environment
  • Advanced Microsoft Excel, Project, Visio and PowerPoint skills
  • PMI certification is a Plus
Pay Range

Actual salary is commensurate with candidate’s relevant years of experience, skillset, education and other qualifications.
