Job summary

Montcure, LLC is seeking an Operating Materials and Supplies‑Remainder (OM&S-R) Manager to execute property and asset audit readiness support for a U.S. Navy/DoW financial management organization.

Responsibilities

• Execute OM&S-R audit readiness tasks under team leadership, following plans and timelines.
• Support internal and IPA walkthroughs at Navy activities and respond to PBC requests.
• Supervise day-to-day work of analysts, assign tasks, review work for SOP alignment.
• Review reconciliations using standardized templates and cross-check APSR, Navy ERP, and Trial Balance.
• Analyze data scripts and queries in Advana/Jupiter; document discrepancies and request logic changes.
• Perform root cause analysis of missing or incorrect APSR records and draft action items.
• Support E&C testing at Navy site visits; track samples and results.
• Conduct variance analysis and material movement reviews to inform leadership.

About the Role

Montcure, LLC is hiring an Operating Materials and Supplies‑Remainder (OM&S-R) Manager to execute property and asset audit readiness support for a U.S. Navy / DoW financial management organization. Working under a team lead, you will carry out established work plans for OM&S-R existence and completeness (E&C) testing, end‑user determination, and reconciliation across the Accountable Property System of Record (APSR), Navy ERP, Advana/Jupiter, and the Trial Balance.

You will apply the testing procedures, reconciliation templates, desk guides, and data scripts already in place, manage the day‑to‑day work of analysts, and keep deliverables on schedule. You will coordinate daily with Government counterparts and prepare materials that support briefings to government leadership.

What You’ll Do

• Execute OM&S-R audit readiness tasks under the direction of team leadership, following established work plans, methodologies, and timelines.
• Support internal and IPA walkthroughs at Navy activities and respond to auditor Provided‑by‑Client (PBC) requests.
• Supervise the day‑to‑day work of analysts, including task assignment, workpaper review for consistency with SOPs, and status tracking against deadlines.
• Review outputs of recurring reconciliations using the standardized reconciliation template and desk guide, including quarterly three‑way reconciliations across the APSR, Navy ERP, and the Trial Balance.
• Review output of Advana/Jupiter data scripts and queries, document data discrepancies, and elevate needed script logic changes to data team.
• Perform root cause analysis of missing, inaccurate, or unsupported APSR records, and draft site visit reports and corrective action items.
• Support existence and completeness (E&C) testing, including "floor to book" and "book to floor" procedures, at Navy site visits using established test plans; track samples, documentation, and results.
• Perform variance analysis, duplicate material and inventory aging trend analysis, and material movement analysis to support end‑user designations and identify potentially inactive excess, obsolete, or unserviceable material; summarize results for leadership.
• Maintain desk guides, SOPs, and deliverable trackers, and recommend process improvements.

Required Qualifications

Education

• Bachelor's degree from an accredited United States college or university in Accounting, Finance, Business, or a field of study relevant to the role. An additional two (2) years of relevant experience may substitute for the minimum education requirement.

Experience

• 6+ years of relevant experience in financial management, accounting, or audit readiness in support of State or Federal Government agencies.
• Experience supporting IPA audits, including preparing for audit walkthroughs and responding to PBC requests.
• Experience performing reconciliations and researching variances.
• Experience leading or supervising analysts and reviewing their work products.

Skills

• Working knowledge of Navy ERP.
• Proficiency with Advana/Jupiter data, DDRS, EDA, and data analysis tools (e.g., Excel, BI tools, or scripting).
• Strong organizational, analytical, and written communication skills, with the ability to manage multiple deliverables against Government deadlines.

Preferred Qualifications

• Experience supporting Navy FMO/FMS or major Navy commands on OM&S or PP&E audit readiness.
• Experience performing E&C testing (floor to book and book to floor) and documenting root causes of unsupported or inaccurate property records.
• Professional certifications (e.g., CPA, CDFM, CGFM, PMP).
• Working knowledge of SFFAS and DoD Financial Management Regulation (FMR) requirements.

Status: Contingent - This position is contingent upon award.

Salary: $130,000 -$150,000 (Based on experience)
