SALARY RANGE: $64,427 - $110,756 annually

BACKGROUND CHECK: Final candidates must complete a criminal background check and fingerprint screening.

PROBATION PERIOD: 1-year mandatory probation for all new hires, including current City employees.

Position Overview

We seek a skilled professional for the role of Grant Service Specialist III within the Open-Source and Intelligence Analysis Units of the Data Driven Strategies Division. The role involves supporting intelligence collection, analysis, and dissemination to enhance public safety and aid crime reduction initiatives. The ideal candidate will have strong analytical skills, expertise in open-source data, and the ability to collaborate effectively across departments.

Essential Functions
  1. Operational Intelligence: Provide timely intelligence to support investigations and strategic crime reduction.
  2. Open-Source Data Collection & Analysis: Gather and analyze data from social media, news, public records, and specialized platforms.
  3. Investigative Support: Conduct research on crime patterns, criminal groups, and threats.
  4. Reporting & Briefings: Prepare reports and briefings for leadership and stakeholders, including threat assessments and summaries.
  5. Data Analysis & Risk Assessment: Analyze large datasets, identify patterns, and assess risks for crime reduction strategies.
  6. Collaboration: Work with analysts, law enforcement, and external partners to integrate intelligence into operations.
  7. Legal & Ethical Compliance: Ensure all activities adhere to legal and ethical standards.
  8. Tools & Software: Utilize software like SQL, Python, Power BI, ArcGIS, and intelligence databases.
  9. Strategic Development: Contribute to policy and operational strategy development.
Qualifications
  • Bachelor’s degree in Intelligence Studies, Criminal Justice, International Relations, Crime Analysis, or related field.
  • Minimum 2 years of experience in law enforcement or intelligence analysis.
  • Proficiency in intelligence analysis tools such as i2, PennLink, ArcGIS, Cellebrite, CellHawk, NightHawk, SQL, Python, Excel.
  • Experience with open-source intelligence techniques for social media and online research.
  • Strong analytical, communication, and collaboration skills.
  • Commitment to confidentiality and ethical standards.
