Job summary

ATCC is seeking a Program Manager II for an onsite role in Gaithersburg, MD to lead and coordinate complex, cross-functional scientific programs for ATCC Federal Solutions. You will manage schedules, budgets, and technical performance across contracts, communicating with sponsors and senior leadership to ensure successful outcomes.

Qualifications

• Experience managing complex technical/scientific programs across multiple contracts with understanding of scope and interpretation.
• Experience establishing and overseeing budgets, resources, schedules, and program metrics.
• Ability to communicate with sponsors, customers, and senior management and navigate cross-functional teams.
• Experience hiring, training, evaluating, leading, and coaching professional staff.
• Preferred: government contracts with $10M+ annual value and teams of 10+.
• Preferred: life sciences background or biotech environment.

Responsibilities

• Manage development, execution, and completion of integrated plans for complex programs.
• Oversee cost, resource allocation, budgets, technical performance, schedules, and program metrics.
• Develop risk plans and regular reviews to keep programs on track.
