Job summary

GovCIO is seeking a Program Director to manage a portfolio of federal IT contracts, based on site at Quantico, VA. You will direct all phases from inception to completion, ensuring cost, schedule, and technical performance.

This role requires 15+ years in operations and program management, Top Secret/SCI clearance, PMP, and proven leadership of multiple program managers. You will engage with senior government customers and drive proposals and new business development.

Qualifications

• 15 years of operations, portfolio, and program management experience in federal government contracting.
• Minimum 5 years in portfolio or program leadership with responsibility for P&L and financial performance.
• Active Project Management Professional (PMP) certification.
• Experience directing multiple Program Managers and conducting program reviews.

Responsibilities

• Directs all phases of programs from inception through completion.
• Responsible for cost, schedule and technical performance of programs.
• Leads negotiations of contracts and contract changes.
• Coordinates proposals, budgets, and specifications; manages forecasts and financial terms.
• Acts as primary customer contact and leads program review sessions with government customers.
• Develops new business or expands product lines with the customer.
• Establishes milestones and monitors adherence to plans and schedules.
• Directs work of staff across technical, manufacturing, and admin areas.
• Monitors contract performance and staffing; may recruit.
• Acquires follow-on business and supports major proposals.
