Job summary

Noblis is seeking an experienced Program Manager to lead software development, cloud delivery, and technical program leadership for a Department of War client in Reston, VA. The role requires coordinating cross-functional teams to deliver secure, reliable capabilities in military cloud environments.

You will oversee planning, integration, deployment, and sustainment of software products, ensuring governance and cybersecurity compliance across development lifecycles.

Qualifications

• Bachelor’s degree in computer science or related field.
• 8+ years of professional experience, including 3+ years leading software development, cloud delivery, or technical product delivery.
• 2+ years of people management experience.
• Experience in high-security environments and with RMF/ATO lifecycle.
• U.S. citizen with ability to obtain TS/SCI clearance.

Responsibilities

• Lead planning, development, integration, deployment, and sustainment of software products.
• Coordinate software deployments in AWS, Azure, or government-approved cloud platforms.
• Monitor scope, cost, schedule, technical performance, and cybersecurity compliance.
• Manage staffing, subcontractors, and inter-team dependencies.
• Interface with government stakeholders, engineers, and contractors to deliver secure capabilities.
