Carley Corporation, headquartered in Orlando, is seeking an Operations Research Systems Analyst (ORSA) to support the Center for Warfare Training (CIWT) in Pensacola, Florida. This on-site role requires an active Secret clearance and the ability to obtain required credentials for base access.

Travel up to 10% and occasional lifting up to 50 lbs may be required. The ORSA will manage, analyze, and integrate programs, define objectives, interface with senior government staff, and provide progress

Qualifications

• BA/BS degree in operations research, analysis, or a related field.
• 5+ years of experience in training systems, force designs, or education program management.
• Experience with analytical studies using mathematical and statistical methods.
• Knowledge of the Navy Training Process (NTP) and AIM toolset (CPM and LO Module).
• Strong writing and editing skills; ability to brief at senior executive level.
• Proficiency with PowerPoint, Excel, Word, Outlook, Access, and Project.
• Experience with data models, database development, data mining, and SharePoint.
• Familiarity with reporting packages and databases; statistics with Excel/Power BI.
• US citizenship and active Secret clearance; CAC for base access.

Responsibilities

• Manage, analyze, and integrate programs and projects, including project analysis, oversight, and technical support.
• Assist in defining program objectives and requirements.
• Interface with senior government technical and administrative personnel and other contract personnel.
• Identify data requirements and gather required facts and information.
• Develop integrated conclusions and insights.
• Implement actions in support of defined agenda and project objectives.
• Provide project, financial, and technical progress reports.
• Prepare Program Management Reviews and Milestone decision templates.
• Design and implement program planning timelines.
• Track program execution, financial execution, and expenditures.
• Perform other duties and support projects as assigned and needed.
