Job summary

GovCIO is seeking an IT Project Manager to lead modernization efforts in a fully onsite role at Joint Base Langley-Eustis, Hampton, VA. The role focuses on enterprise implementation planning, technical integration, and coordinating across DoD networks to deliver secure, compliant solutions.

Applicants should have TS/SCI clearance experience, strong communication, and a track record of managing complex deployments with cross-functional teams using established project management methodologies.

Qualifications

• Manage multiple, complex technical projects in DoD environments.
• Plan and estimate work requirements across lifecycles.
• Familiarity with DoD lifecycle processes and enterprise architecture.
• Strong written and verbal communication across technical and non-technical teams.
• Create or manage enterprise implementation plans for large deployments.
• Understand enterprise networks, service integration, incident and secure IT operations.
• Proficiency with PM tools: MS Project, Jira, Azure DevOps, Confluence.
• Meet DoD 8140 IAT II security requirements.

Responsibilities

• Direct project design, implementation, and testing aligned with objectives.
• Define requirements and project lifecycle deployment plans.
• Coordinate vendor tasks and review deliverables.
• Ensure quality standards and maintain comprehensive project docs.
• Monitor baselines, risks, issues, and dependencies across streams.
• Ensure compliance with DoD cybersecurity, accreditation, and CM requirements.
• Translate technical guidance into clear operational impact for leadership.
• Lead meetings, track progress, and deliver top-quality customer outcomes.
