Job summary

MPACT Strategic Consulting LLC is seeking an experienced Construction Compliance Manager to provide on-site oversight for a Lower East Side Manhattan construction project. The role reports to project leadership and coordinates with general contractors, subcontractors, and workers to ensure compliance with labor, workforce, and business participation requirements.

The ideal candidate balances field presence with meticulous documentation, reporting, and follow-up.

Qualifications

• Bachelor’s degree preferred; relevant experience may substitute.
• 3–5 years of experience in construction compliance or related field.
• Experience working with general contractors, subcontractors, or public-sector projects preferred.
• Knowledge of prevailing wage, certified payroll, M/WBE participation, workforce compliance, Section 3, or similar programs preferred.
• Ability to interpret contract requirements into practical monitoring activities.

Responsibilities

• Serve as the primary onsite point of contact for construction compliance matters.
• Monitor contractor and subcontractor compliance with project requirements, including M/WBE participation, workforce requirements, prevailing wage and other labor standards.
• Conduct regular site observations and worker interviews to verify workforce activity and identify potential compliance concerns.
• Review certified payrolls, workforce reports, contractor documentation, and other compliance records for completeness and accuracy.
• Track subcontractor participation, workforce utilization, hiring commitments, and other required project metrics.
• Coordinate with the general contractor and subcontractors to resolve missing documentation, discrepancies, and identified compliance issues.
• Participate in project meetings and provide timely updates regarding compliance performance, outstanding items, and areas requiring corrective action.
• Maintain secure and organized compliance files and documentation.
• Prepare weekly and monthly compliance reports, summaries, and supporting documentation.
• Identify potential compliance risks early and work with the project team to develop and track corrective actions.
• Support contractor education and technical assistance regarding project compliance requirements.
• Escalate significant or recurring compliance concerns to project leadership as appropriate.
