North Carolina Department of Health and Human Services (DHHS) is seeking an Onboarding/Offboarding Supervisor to lead the Employee Life Cycle Team handling hire, transfer, promotion and separation actions across NCDHHS using Workday and the Integrated HR Payroll System.

You will supervise specialists, ensure compliance with Form I-9 processes, and support accurate employee records in a hybrid-telework environment with weekly onsite hours.

Qualifications

  • Bachelor’s degree in HR or related field (or equivalent combination of education and experience).
  • Experience with onboarding/offboarding life cycle management and HR processes.
  • Knowledge of I-9 and E-Verify procedures is beneficial.

Responsibilities

  • Supervise onboarding specialists in daily tasks, performance management, training, and workflow coordination.
  • Oversee all I-9 verification activities and ensure compliance with federal regulations.
  • Review complex I-9 cases and ensure timely resolution.
  • Monitor E-Verify submissions and maintain proper documentation.
  • Develop, update, and maintain onboarding SOPs for consistency and regulatory compliance.
  • Guide new hires during remote onboarding from pre-boarding through Day 1.
  • Collaborate with HRIS teams to ensure data accuracy across systems.
  • Track onboarding metrics and generate reports to identify trends and risks.
  • Assist HR and Legal during audits or investigations related to I-9 or onboarding records.
  • Ensure team members have resources, technology, and guidance to stay productive.
  • Lead regular team meetings and quality reviews to reinforce compliance and service excellence.

Description of Work

The Onboarding/Offboarding Supervisor oversees the Employee Life Cycle Team responsible for end-to-end life cycle for NCDHHS employees using Workday and the Integrated Human Resources Payroll System. The life cycle will include hire actions for new hires, transfers, promotions and separations across NCDHHS. The role will also have strong focus on ensuring accurate and compliant completion of Form I-9 and employment eligibility verification including, but not limited to, timely case response follow-up sent to the Office of State Human Resources (OSHR) from USCIS regarding Form I-9 completions submitted from NCDHHS. Supervise offboarding specialists and ensure consistent and compliant offboarding processes for all departing employees. Oversee collection and processing of required documents during offboarding, ensuring proper closure of employment records.

Key Responsibilities:

  • Supervise and support onboarding specialists in daily tasks, performance management, training, and workflow coordination.
  • Oversee all I-9 verification activities, ensuring compliance with federal regulations and internal audit standards.
  • Review and approve complex or exception I-9 cases, correcting errors and ensuring timely resolution.
  • Monitor E-Verify submissions and ensure proper documentation and closure.
  • Develop, update, and maintain onboarding standard operating procedures (SOPs) to ensure consistency and regulatory compliance.
  • Provide guidance to new hires during remote onboarding, ensuring a positive experience from pre-boarding through Day 1.
  • Partner with HRIS teams to ensure employee data is accurate, timely, and aligned across systems.
  • Track onboarding metrics and create reports to identify trends, process improvement opportunities, and compliance risks.
  • Collaborate with HR and Legal teams during internal audits or external investigations related to I-9 or onboarding records.
  • Ensure team members are equipped with proper resources, technology, and guidance to be effective and productive.
  • Lead regular team meetings and quality reviews to reinforce compliance, consistency, and customer service excellence.

Knowledge Skills and Abilities/Management Preferences

Salary Range $50,088-$87,654
