Job summary

Florida Department of Management Services is seeking a State Workforce Policy Consultant to analyze workforce needs, develop and interpret HR policy, and provide expert guidance to HR professionals and agency partners. The role supports statewide HR programs, compliance, and continuous improvement across divisions in Florida’s state government.

The position is on-site in Tallahassee, reports to the Division of State Human Resource Management, and involves coordinating complex HR issues,

Qualifications

Four years of professional HR experience.
Experience interpreting and applying statutes, rules, or policies.
Experience researching, writing, or coordinating reports and analyses.
Experience leading or participating in strategic projects with multiple stakeholders.
Experience presenting to executive leadership.
Experience analyzing data to identify root causes and solutions.

Responsibilities

Analyze workforce and organizational needs by reviewing agency classification requests and other position management matters.
Develop and interpret HR policy by assisting with rules, statutory language, guidance, and procedures.
Serve as a trusted consultant providing technical assistance to HR professionals and agency partners.
Research complex problems and develop short- and long-term solutions.
Prepare executive materials including summaries, white papers, and briefing materials.
Monitor compliance by reviewing agency actions and recommending improvements.
Support continuous improvement by identifying best practices and trends.
Lead or contribute to statewide HR projects and initiatives.
Represent HRM at meetings and trainings and develop training materials and resources.
