Job summary

Akima Systems Engineering (ASE), an Akima company, seeks a Senior Program Manager to lead the ITS2 contract supporting USINDOPACOM at Camp H.M. Smith, Hawaii. The role demands on-site leadership, program and contract management, and direct liaison with government stakeholders.

The successful candidate will have 5+ years in IT management, have a Secret clearance, and supervise multidisciplinary teams. Hybrid work with on-site duties on Oahu is required, with comprehensive government-focused IT

Qualifications

• Active Secret clearance required.
• Minimum five (5) years of IT management/IT program management experience.
• Experience supervising technical personnel and multidisciplinary IT teams.
• Experience managing government contracts, preferably DoD or federal IT environments.
• Knowledge of enterprise IT infrastructure, networking, systems administration, cybersecurity, and IT service management.
• Experience managing contractual deliverables, personnel performance, staffing, and reporting.
• Ability to communicate with senior government officials, military personnel, and corporate leadership.
• Strong organizational, problem-solving, leadership, and decision-making skills.
• Ability to manage multiple priorities in a dynamic, mission-critical environment.
• Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Project).
• Bachelor’s degree and 7+ years preferred for advanced roles.
• PMP/ITIL or related certification preferred.
• Experience with DoD/USINDOPACOM environments preferred.

Responsibilities

• Provide overall program leadership, direction, and oversight for all assigned contractor personnel supporting USINDOPACOM J6.
• Serve as the on-site management representative and liaison with government counterparts.
• Ensure performance aligns with PWS, standards, schedules, and requirements.
• Develop and maintain program management processes, procedures, and quality controls.
• Monitor contract performance, staffing, labor utilization, and financial performance.
• Identify risks and mitigate to protect mission execution.
• Support contract modifications and surge operations with government representatives.
• Oversee IT operations across ISMS, ITS, ISAS, KIAS, CIAS, and ISSS.
• Coordinate with leads to resolve service disruptions and technical issues.
• Monitor service desk, ticketing, escalation, and customer satisfaction.
• Ensure IT projects, upgrades, maintenance, and modernization are effectively coordinated.
• Support COOP, exercises, inspections, and contingencies.
• Promote continuous improvement in service delivery and performance.
