Job summary

Qualifications

• Strong writing and math skills.
• Well organized, thorough and self-directed.
• Bookkeeping experience helpful.
• Familiarity with landlord/tenant law helpful.
• USDA Rural Development Manager Certification within six months (cost covered by employer).

Responsibilities

• Review tenant applications for eligibility; maintain and purge waiting lists; show available units.
• Follow procedures for processing eligible applicants within program guidelines (TCAC, HOME, HUD, USDA).
• Work to ensure new move-in files are complete and orderly.
• Attend trainings as needed and recommended by RCHDC; overnight stays may be required.
• Walk property at least twice per day to ensure management presence and property appearance.
• Attend in-house trainings and meetings offered by RCHDC.
• Ensure vacant units are turned quickly by monitoring vendors and staff; walk vacants daily.
• Distribute rent bills, collect rent and deposits; work with accounting for procedures.
• Complete lease forms; outline occupancy terms and paperwork.
• Instruct tenants on emergency procedures and rules.
• Perform annual re-certifications and required reports.
• Assist compliance with audits, inspections, and lender/regulatory reporting.
• Investigate tenant complaints and issue notices; manage eviction proceedings as needed.
• Show vacant units and apply marketing strategies to reduce vacancies.
• Conduct annual unit inspections and arrange turnover repairs.
• May act as repair person in emergencies.
• Provide local information on amenities and transport.
• Oversee calendars for multi-purpose spaces and community room use.
• Coordinate social/community service programs and collaborations with providers.
• Other duties as assigned.
