Job summary

Actalent in Manassas, VA seeks a Construction Manager 3 Pre-Construction On-Site Project Lead with a safety and environmental focus. This hybrid role leads relocation of groundwater treatment facilities for a datacenter campus, coordinating contractors, consultants, and internal teams to meet schedule, quality, and regulatory requirements.

Qualifications

• Minimum 5 years of construction health and safety experience.
• 5+ years in development and delivery of complex capital projects.
• 5+ years construction and environmental compliance in the United States.
• 5+ years construction project management and field management in heavy civil/site development.
• OSHA 30 certification and strong communication skills in English.
• Ability to coordinate with multiple stakeholders and drive safety culture.

Responsibilities

• Serve as the Early Works On-Site Project Lead for relocation of groundwater facilities and related utilities at a datacenter campus.
• Provide on-site construction management to oversee day-to-day field activities and pre-construction scope.
• Confirm permits with environmental consultant and general contractor, ensuring regulatory compliance.
• Coordinate trades and interfaces among civil, environmental, electrical, and other disciplines.
• Review and track materials from submittal through delivery to site against schedule.
• Develop, manage, and report on safety, scope, schedule, and budget with milestones.
• Act as single point of contact for pre-construction with internal stakeholders.
• Prepare communications among land development, legal, design, construction, operations and regulatory bodies.
• Implement and monitor safety programs to meet quality standards and construction documents.
• Promote safe worksite practices and review audit results and regulations.
• Monitor Site-Specific Safety Plan and High-Risk Activities Plan for key risks.
• Enhance construction safety management procedures with on-site leadership.
• Conduct independent EHS and HRA audits of safety planning vs actual work.
• Identify high-risk activities and support safety planning with design teams and contractors.
• Assess EHS implications of design changes and ensure corrective actions are taken.
• Assist in developing safety programs and share best practices across projects.
• Participate in planning meetings, safety committees, and training workshops.
• Assess contractor resources and provide feedback for improvements.
• Champion EHS initiatives and contractor participation in wellness programs.
• Support project management team on EHS performance and regulatory alignment.
• Support regulatory agency interactions and community-related activities.
• Coordinate with vendors and cost managers to apply lessons learned.
• Drive project delivery by refining long- and short-term plans.
• Collaborate with main contractor while recognizing on-site safety responsibilities.
