Job summary

Cementation USA seeks an experienced Human Resources Manager to serve as the sole on-site HR professional for the Mojave operations. You will advise site leadership on complex HR matters and perform full HR duties independently, including onboarding, payroll, benefits, and compliance with local and federal laws.

You will manage end-to-end recruitment, administer leave programs, handle disciplinary actions, and update policies to reflect regulatory changes.

Qualifications

• Bachelor's degree in HR or related field is required.
• Senior-level HR experience with strategic partnership and hands-on execution.
• Experience in mining/construction contexts preferred but not required.
• Strong knowledge of California employment law.

Responsibilities

• Serve as the sole on-site HR professional for Mojave operation, advising site leadership.
• Own full talent acquisition process for the site across trades, technical and admin roles.
• Administer payroll, benefits, leave, onboarding, and employee records with no supporting staff.
• Provide guidance on complex HR issues and conduct investigations, accommodations, and terminations.
• Ensure compliance with federal, state, and local laws and update HR policies accordingly.
• Analyze compensation trends and advise on competitive pay practices for the local market.
• Support labor relations and familiarization with union environments.
• Develop learning and development initiatives for site employees.
• Maintain up-to-date knowledge of HR trends, laws, and technology.

Education

Bachelor's degree in Human Resources, Business Administration, or related field
