Job summary

GovCIO is seeking a Program Manager to lead IT infrastructure support and software development projects in Quantico, VA. This onsite role directs all program phases and ensures cost, schedule, and technical performance targets are met, while coordinating proposals and budgets.

The ideal candidate has 8–12 years of federal program leadership, TS/SCI clearance, PMP certification, and experience managing P&L. Strong communication and NCIS domain familiarity are essential; ITIL4/Agile experience is

Qualifications

Clearance and PMP certification required; lead large federal programs.
Experience managing profit and loss on federal contracts and budgets.
8–12 years of leading 30+ technical staff.
Prior NCIS exposure or understanding of the NCIS organization.
Strong written and verbal communication skills.
ITIL 4 and Agile experience preferred.

Responsibilities

Directs all phases of programs from inception through completion.
Responsible for cost, schedule and technical performance of programs.
Coordinates proposals, budgets, and contract terms.
Acts as primary customer contact for program activities and reviews.
Develops new business with the customer and monitors master plans and schedules.
Directs work of employees across technical, manufacturing and admin areas.
Manages one or more programs of size and complexity; may supervise offices.
