Job summary

Elecnor Belco Electric, Inc. in Texas seeks an Office Manager to run day-to-day operations across Accounting, HR, IT, and Operations, ensuring invoices and records stay current.

This role requires strong organization, sound judgment, and comfort switching between administrative, financial, and compliance tasks, while guiding a small office team. You will oversee AR/AP, vendor management, payroll support, permits, and HR onboarding to keep the Texas operation running smoothly.

Qualifications

  • Experience managing multi-department operations in a dynamic environment.
  • Strong knowledge of accounting concepts including AR/AP and month-end close.
  • Proficiency with ERP systems (Viewpoint) and productivity tools.

  • Oversee daily front-desk operations, space planning, supplies, records retention, and facility and shop maintenance.
  • Manage AR aging, collections, and customer documentation; interface billings and payment reconciliation.
  • Set up vendors/subcontractors in ERP; review invoices and resolve payment discrepancies.
  • Run certified payroll and compliance reporting; support payroll team with union-related tasks.
  • Support contracts, insurance audits, and change/work orders.
  • Source and evaluate office vendors; manage master vendor list and W-9s/COIs.

Job description

Every crew, every project, and every invoice in our Texas operation passes through this office — and the Office Manager is the person who makes sure none of it drops. You will keep our Texas operation running day to day, working across Accounting, HR, IT, and Operations, and will be the person the office counts on to keep things organized and moving.

The work suits someone who stays organized under changing demands, exercises sound judgment, and moves comfortably between administrative, financial, and compliance responsibilities without losing the thread.

Key Responsibilities
  • Office environment. Oversee daily front-desk operations, space planning, supplies, records retention, and facility and shop maintenance (janitorial, security). Apply for and track city permits, coordinate employee travel, and administer fuel cards and fleet accounts.
  • Accounts Receivable. Manage AR aging, collections, and customer documentation. Interface billings, reconcile checks and payments, and distribute the weekly payments-received summary to leadership.
  • Accounts Payable. Set up new vendors and subcontractors in the accounting system with verified documentation, review and approve indirect invoices, coordinate joint checks, and resolve payment discrepancies.
  • Administer certified payroll and compliance. Run certified payroll for high-revenue projects in platforms such as LCP Tracker, maintain union wage scales, support the payroll team on union-related payments, and file required annual and semi-annual compliance reports.
  • Support contracts, legal, and risk. Support annual insurance audits including OCIP payroll reporting and reconciliation, and manage insurance claims through resolution. Assist the Contract Administrator with change orders and work orders.
  • Manage vendors and procurement. Source and evaluate office vendors, negotiate service terms, and manage credit lines. Maintain the master vendor list and keep compliance current by collecting and tracking W-9s and COIs.
  • Partner with Human Resources. Help coordinating new-hire onboarding including workspace setup, orientation logistics, and required documentation. Assist planning and coordinating company events, meetings, and employee engagement activities.
  • Serve as the systems liaison. Set up and maintain accurate project records, act as the primary contact for office technology in coordination with IT, and partner with IT on system processes such as the month-end AR close.
  • Lead the office team. When needed supervise and mentor reception and administrative staff, set service standards, assign work, and build coverage so critical functions continue during absences.
Requirements
Required
  • Demonstrated experience in office management, administrative operations, or facilities coordination — ideally in a dynamic, multi-departmental environment.
  • Strong working knowledge of accounting principles, including AP and expense coding, AR workflows, and month-end closing procedures.
  • Proficiency with ERP or accounting software (such as Viewpoint) and productivity tools including Microsoft Office and Google Suite.
  • Excellent organizational and time-management skills, with the ability to manage competing priorities with discretion and accuracy.
  • Strong interpersonal and communication skills, with a tactful, service-oriented approach to working with staff, executives, and vendors.
  • Sound judgment and the ability to safeguard sensitive payroll, personnel, and financial information.
Preferred
  • Bachelor's or Master's degree in Business Administration, Accounting, Finance, or a related field. Equivalent professional experience is considered in place of a degree.
  • Experience in the construction, electrical, or a similar field-services industry.
  • Familiarity with insurance administration, including COIs, bonds, and OCIP audits.
  • Experience supervising or mentoring administrative staff.
  • Experience with certified payroll portals (for example, LCP Tracker) and compliance reporting.
