Responsibilities
- The Partner Integration Lead analyzes SBE's EDE Partners' policies and participates in inspections and program evaluations that integrate with the Access Eligibility & Enrollment System to provide a seamless consumer health insurance shopping experience from application to enrollment.
- The Project Manager develops a deep knowledge of all aspects of SBE functions and collaborates closely with the Business Technical Analyst to identify and meet emerging needs and improvement opportunities.
- Develops working knowledge of federal SBE requirements, reports, policies, systems, and regulations relevant to their role.
- Manages all aspects of CMS and EDE Partner-related coordination and activities, including annual Partner Operational Readiness Reviews (ORRs), change management, system testing, insurance carrier backend processes, and partner compliance reviews.
- Supports the annual partner application process, including updates, reviews, and approvals.
- Supports the technical implementation of the program for the Open Enrollment (OE) 2026 go-live on November 1, 2026, and ongoing.
- Facilitates communication between internal teams, partners, and CMS, acting as the main point of contact for project-related inquiries.
- Maintains detailed records of the application process, ORR status, and CMS change requests.
- Generates project status reports and updates senior management on progress, challenges, and solutions.
- Coordinates reviews and approvals of partner applications, ensuring all documentation and approvals are in place.
- Hosts regular coordination meetings with cross-functional teams to ensure alignment and address concerns.
- Monitors CMS changes to the EDE program and SBE requirements, determining impact and necessary changes.
- Develops project scopes and objectives, involving relevant stakeholders and ensuring technical feasibility.
- Creates and maintains comprehensive project documentation and detailed project plans.
- Performs risk management to minimize project risks, reports, and escalates issues to management.
- Coordinates mitigation of project issues and participates in crafting responses to major business issues.
- Serves as the main point of contact with CMS and all EDE partners & issuers, including program and technical questions.
- Facilitates meetings, discussions, and brainstorming sessions to drive decisions and outcomes.
- Builds and maintains relationships with third parties, vendors, and internal stakeholders.
Qualifications
- Bachelor's degree with at least 6 years of relevant experience; a Master’s degree can substitute 2 years of experience.
- Strong background in managing technology implementation projects.
- Proficient in project management software (e.g., Microsoft Project, Jira).
Preferred Qualifications
- Certification (or working toward certification): PMP, SSCP, CISSP, CISA, CISM.
- Experience with CMS integrations, health insurance Exchanges, and EDE partners.
- Understanding of ACA and the individual market, including federal and state policies.
- Experience with 834 enrollment files and governmental agencies.
