SLSCO in New York City seeks a Preconstruction Manager to lead estimating and preconstruction for public-sector projects, guiding design teams and subcontractors through design‑assist and pre‑award phases. You will develop robust cost estimates, review designs, and craft detailed bid packages to win competitive opportunities.

Reporting to the Director of Program Management, you will ensure NYC compliance and MWBE participation, leveraging advanced software tools and databases to benchmark

Qualifications

• 5–8 years of preconstruction or estimating experience, preferably on NYC public-sector projects
• Strong knowledge of construction means and methods for civic/housing/infrastructure projects
• Familiarity with NYC compliance, MWBE programs, and local hiring requirements

Responsabilités

• Lead estimating and preconstruction for assigned public-sector projects
• Review design docs, develop cost estimates and bid packages
• Collaborate with architects, engineers, and subcontractors during design-assist and pre-award phases
• Analyze scope, risks and constructability to ensure accurate proposals
• Prepare budgets, estimates, and recommendations to leadership (Chief Estimator)
• Ensure NYC compliance, including MWBE participation and local hiring mandates
• Maintain cost data and historical project information for benchmarking
• Support procurement by evaluating subcontractor bids and qualifications
