Job summary

The Ohio Department of Medicaid is seeking a Nursing Facility Policy Section Chief (Medicaid Health Systems Administrator 3) to lead the NF policy program within the LTSS Bureau. You will oversee policy interpretation, development, and implementation across ORC and OAC, while directing a team and engaging with stakeholders to shape and execute strategic policy initiatives.

Qualifications

• Completion of graduate core program in business, management or public administration, public health, health administration, social or behavioral science or public finance.
• 36 mos. exp. in planning & administering health services program or health services project management (e.g., health care data analysis, health services contract management, health care market & financial expertise; health services program communication; health services budget development, HMO & hospital rate development, health services eligibility, health services data base analysis).
• Or 12 months experience as a Medicaid Health Systems Administrator 2, 65296.
• Or equivalent of Minimum Class Qualifications for Employment noted above.

Responsibilities

• Acting as a strategic leader for NF policy across ODM, overseeing interpretation, development, and implementation related to ORC, OAC, and operational standards.
• Overseeing the organization’s NF claim resolution strategy to ensure policy alignment, operational efficiency, and risk mitigation.
• Providing leadership to a tiered team structure, offering direct support to frontline staff while guiding and developing management.
• Representing ODM as the senior leader in key stakeholder discussions on NF policy, guiding strategic direction and resolving complex issues.
• Serving as the executive liaison for NF policy, presenting recommendations to ODM leadership and shaping long-term policy strategy.
• Driving cross-functional collaboration across ODM divisions including fiscal, legal, care coordination, and managed care to ensure coordinated and unified policy execution.
