Charleston Water System is seeking a New Development Expediter to coordinate all phases of development plan review from initiation through final approval. You will assess design plans for compliance with water and wastewater design standards and work with developers to secure hydraulic and capacity analyses.

In this role, you will prepare fee determinations, issue invoices for services, and ensure timely permit submissions to state and local agencies.

Qualifications

  • Associate’s degree in engineering or related field; 2+ years of relevant experience or 5 years total experience.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Familiarity with AutoCAD and Bluebeam software.

Responsibilities

  • Coordinate and administer all phases of new development plan review from initiation to final approval.
  • Review design plans, specifications, and calculations for compliance with Minimum Standards.
  • Liaise between the City and developers for hydraulic flow and wastewater capacity analyses.
  • Prepare fee determinations and generate invoices for tap, impact and engineering services fees.
  • Interact with local, state, and federal agencies to obtain permits in a timely manner.
  • Maintain project status using PLL software to ensure on-schedule approvals.

Position Summary

Under limited supervision of the New Development Program Manager, coordinates the administration of all phases of new development plan review project initiation through final approval.

Essential Functions
  • Provides administrative assistance to the New Development Program Manager with the review of all new development portal submittals; performs a preliminary review of design plans, specifications, and calculations to determine compliance with CWS Minimum Standards for the Design & Construction of Water and Wastewater Systems (Minimum Standards).
  • Provides administrative assistance to the New Development Program Manager with determining the availability and non-availability of water and wastewater service; acts as liaison between CWS, the developer, and the developer’s engineer to obtain hydraulic flow analyses of the water distribution system and capacity analyses of the wastewater collection system.
  • Provides administrative assistance to the New Development Program Manager with preparing fee determinations and generating invoices for tap, impact and engineering services fees.
  • Provides administrative assistance to the New Development Engineer; ensures all required permit applications for submission to local, state, and federal permitting agencies, including SCDES, SCDOT, and local municipalities, are obtained in a timely manner.
  • Serves as the primary point of contact for assigned projects regarding submittal status, policies, fees, contracts and any other project requirements; prepares clear and concise written correspondence to the developer and the developer’s engineer.
  • Coordinates, tracks and updates the status of assigned projects using Cityworks Permitting, Licensing, and Land Management (PLL) software to ensure project information remains current and reviews and approvals remain on schedule.
  • Coordinates investigations of the distribution and collection systems with Water Distribution and Wastewater Collection, as necessary.
  • Conducts limited property research utilizing county plats, subdivision records, CWS GIS data, record drawings, and historic project records to provide design direction.
  • Prepares maps and exhibits by compiling data from record drawings, valve cards, GIS, and other relevant documentation.
  • Maintains current knowledge of South Carolina Department of Environmental Services (SCDES) regulatory requirements and CWS’s Minimum Standards.
  • May be required to work during emergency conditions.
  • Regular attendance is required.
  • Job performance must conform to all CWS policies and procedures.
  • Specific knowledge of CWS Environmental Management System policy and procedures required.

Physical Requirements, Activities, and Working Conditions
  • Sedentary work exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to transport or move objects.
  • Ability to traverse in adverse field conditions, mud, etc., as well as observe and hear.
  • Ability to read and comprehend as well as develop and write technical reports.
  • Ability to issue and receive as well as understand complex written and oral instructions.
  • Ability to observe and comprehend computer screens, manuals and reports for understanding and action.
  • Ability to operate and maintain motor vehicles.
  • Must be able to wear Personnel Protective Equipment (PPE) as defined in the Job Safety Analysis (JSA) to perform the required essential functions.
Education and/or Experience
  • Associate’s degree in engineering or related field with a minimum of two (2) years’ relevant experience or a combination of relevant education and experience totaling five (5) years.
  • Prior water and or wastewater utility experience preferred.
  • Proficiency in Microsoft Office Suite to include Word, Excel, and PowerPoint.
  • Familiarity with AutoCAD and Bluebeam software preferred.
  • Ability to evaluate problems and develop and implement solutions.
  • Familiarity with engineering/surveying principles and practices.
  • Prior work record indicating dependability and conscientiousness.
Licenses, Certifications, Registrations
  • Valid South Carolina Driver’s License required.
Training Needs
  • OSHA and Departmental safety training as required.
  • Skills Based Training.
  • Standard Operating Instruction (SOI) per department requirements.
  • ISO 14001 standards for department and company.
