Position Summary:

Under limited supervision of the Director of New Development provides technical design and constructability reviews of developer engineer prepared permitting packages for the construction of water and wastewater systems to serve new development.

Essential Functions:

  • Provides technical design and constructability reviews of developer engineer prepared plans, specifications, and calculations for the extension of water and wastewater systems to serve new development.
  • Provides technical design and constructability reviews of developer engineer prepared plans, specifications, and calculations for water and wastewater “Service Only” projects.
  • Ensures compliance with criteria set forth under CWS’s Water & Wastewater Policy Manual, Minimum Standards for the Design & Construction of Water and Wastewater Systems (Minimum Standards), and the South Carolina Department of Environmental Services (SCDES) State Primary Drinking Water Regulations, and Standards for Wastewater Facilities Construction.
  • Meets with developers, developer engineers, and contractors regarding CWS’s water and wastewater policies, procedures, and requirements for new development.
  • Provides technical assistance to the New Development Program Manager with determining the availability and non-availability of water and wastewater service; reviews hydraulic flow analyses of the water distribution system and capacity analyses of the wastewater collection system.
  • Coordinates with the New Development Expediter to prepare and provide technical review of hydrostatic flow test requests and results.
  • Coordinates with the New Development Program Manager and New Development Expediter on status of all assigned projects to ensure detailed design and constructability reviews are completed in a timely manner.
  • Coordinates with the New Development Expediter on status of all required permit applications for submission to local, state, and federal permitting agencies, including SCDES, the South Carolina Department of Transportation, and local municipalities.
  • Coordinates, tracks and updates the status of assigned projects using Cityworks Permitting, Licensing, and Land Management (PLL) software to ensure project information remains current and reviews and approvals remain on schedule.
  • Responsible for coordinating field investigations of water and wastewater systems with the Water Distribution Department and Wastewater Collection Department, as necessary.
  • Conducts and interprets property research utilizing county plats, subdivision records, CWS GIS data, record drawings, and historic project records to provide design direction.
  • Prepares maps and exhibits by compiling data from record drawings, valve cards, GIS, and other relevant documentation.
  • Assists the Director of New Development with maintaining, updating and publishing CWS Minimum Standards and construction details.
  • May be required to work during emergency conditions.
  • Regular attendance is required.
  • Job performance must conform to all CWS policies and procedures.
  • Specific knowledge of CWS Environmental Management System policy and procedures required.

  • Performs other related duties as assigned.

Physical Requirements, Activities, and Working Conditions

  • Routine sedentary work with extended sitting required. Occasionally positions self to exert up to 20 lbs. of force to lift and transport objects. Objects greater than 50 lbs. require a two-person operation.
  • Ability to ascend and descend stairs, traverse in adverse field conditions to include uneven ground, and climb ladders to evaluate or inspect equipment and facilities.
  • Ability to reach, pull, lift and handle objects in a workplace environment.
  • Routinely operates a computer and other office productivity machinery such as but not limited to a telephone, fax, copier and calculator.
  • Must be able to make visual observations during both daytime and nighttime conditions.
  • Ability to effectively communicate (issue and receive) in writing and verbally to include comprehension of complex oral and written instructions.
  • Ability to observe and comprehend computer screens, manuals and reports for understanding and action.
  • Ability to operate and maintain motor vehicles.
  • At times subject to environmental conditions. Must be able to wear Personal Protective Equipment (PPE) as defined in the Job Safety Analysis (JSA) to perform the required essential functions.

Hiring Range

$78,457.60($37.72/hr.) - $98,072.00($47.15/hr.)

Salary Range

$78,457.60($37.72/hr.) - $121,617.60($58.47/hr.)

Education and/or Experience

The candidate demonstrating the following abilities may be placed at Grade 111:

  • B.S. Degree in Engineering from an ABET accredited program with preference given for a strong program of courses in the design of water and wastewater infrastructure.
  • Knowledge of and experience with the design of water distribution and wastewater collection systems.
  • Knowledge of the principles and practices of engineering as applied to civil design and hydraulics associated with utilities and other types of associated facilities.
  • Proficiency in Microsoft Office Suite to include Word, Excel, and PowerPoint.
  • Proficiency with AutoCAD and Bluebeam software.
  • Experience with hydraulic modeling software preferred.
  • Ability to evaluate problems and develop and implement solutions.
  • Prior work record indicating dependability and conscientiousness.

Licenses, Certifications, Registrations

  • Valid South Carolina driver’s license required.
  • Registration as an Engineer-In-Training in the state of South Carolina required within 24 months of hire.

Hiring Range

$83,366.40($40.08/hr.) - $108,430.40($52.13/hr.)

Salary Range

$83,366.40($40.08/hr.) - $133,369.60($64.12/hr.)

Education and/or Experience

The candidate demonstrating the following abilities may be placed at Grade 112:

  • B.S. Degree in Engineering from an ABET accredited program with preference given for a strong program of courses in the design of water and wastewater infrastructure. Minimum four (4) years of progressive experience in civil design.
  • Knowledge of and experience with the design of water distribution and wastewater collection systems.
  • Knowledge of the principles and practices of engineering as applied to civil design and hydraulics associated with utilities and other types of associated facilities.
  • Proficiency in Microsoft Office Suite to include Word, Excel, and PowerPoint.
  • Proficiency with AutoCAD and Bluebeam software.
  • Experience with hydraulic modeling software preferred.
  • Ability to evaluate problems and develop and implement solutions.
  • Prior work record indicating dependability and conscientiousness.

Licenses, Certifications, Registrations
