Job summary

The City of Shreveport’s Information Technology Department seeks a Network & System Infrastructure Manager to lead the operation, stability, and strategic development of all technology hardware, network, and system infrastructure across city departments.

You will build documented business processes, align with IT strategy, and drive long-term operational standards while mentoring the Infrastructure Team and maintaining security and reliability across the city’s technology estate.

Qualifications

  • Bachelor's degree or 10+ years IT infra experience including leadership roles.
  • Experience managing network and systems infrastructure in a municipal or large organization.
  • Strong hands-on technical knowledge of Windows technologies including Windows Server and AD.
  • Excellent communication and ability to lead cross-functional teams.
  • Experience negotiating hardware/software contracts and vendors.

Responsibilities

  • Directly manage Infrastructure Team, hire, train, schedule, and mentor staff.
  • Develop and maintain KPIs, operational objectives, and documented procedures.
  • Ensure security and disaster recovery planning; test and update DR plans.
  • Define policies and procedures; document configurations and runbooks.
  • Maintain comprehensive infrastructure documentation and change management processes.
  • Collaborate with IT leadership to support business continuity and risk remediation.

Evaluates hardware, software, and infrastructure solutions from vendors, and creates RFPs when needed

Monitors the installation, operation, maintenance, and performance of all network and communications technologies, ensuring reliab

Creates, updates, and tests disaster recovery plans and business continuity procedures in collaboration with IT Leadership; ensuring tests

are performed andresults validated.

Works with IT Administration and the Threat & Vulnerability Manager to update, maintain,an

d implement the Cit’s Security Policy.

Collaborates with the IT Leadership Team to develop, maintain, and enhance t

e department’s busiess continuity plan.

Coordinates with external contractors and professional service

providers to accomplish departmental goals.

Evaluates and maintains divisional train

ng requirements and ogoing education plans.

Supports other departmental functions as requird

by IT Administration.

Minimum Qualifications:

Bachelor’s degree in Computer Science, Information Technology, or a related field OR a minimum of 10 years of experience in Information Technology as a Network Manager, Network Administrator, Systems Administrator, or similar role, including

at

least 2 years in leaderhip or project management.

Strong hands-on technical knowledge of Microsoft Windows technologies, including Windows Server, SQL Server,

Exchange Server, Active Diectory, DHCP, DNS, and RDP.

Strong understanding of core network technologies (LAN/WAN, subnets, firewalls

,

APNs/VPNs, SSL, HTTP, FTP,routers/switches, wireless).

Working knowledge of additional IT infrastructure technologies such as SAN, virtualization, and VoIP; familiarity

with end‑user computing envionments and management tools.

Ability to establish and maintain effective working relationships across the organization; excellent written and verbal communication skills; ability to lead teams, manag
