Job description

We are seeking a Senior Microsoft SQL & .NET Technical Lead to support the Virginia Department of Transportation (VDOT) Tolling Modernization Program in Mechanicsville, VA. This hybrid role provides hands-on SQL and .NET engineering leadership, driving the transformation of a monolithic database into microservice-aligned schemas. The Technical Lead will partner closely with PMs, Scrum Masters, Subject Matter Experts (SMEs), and cross-functional engineering teams to design modernized database architectures, build Azure Data Factory (ADF) pipelines, and support secure API integrations.

Work Arrangement: Hybrid (1 Day Onsite / 4 Days Remote per week; Local candidates only)

Key Responsibilities

• Technical Leadership & Architecture: Lead collaborative design discussions for microservices decomposition, database restructuring, and API integration; provide strong technical direction to senior engineers.
• Database & SQL Engineering: Perform hands-on schema modernization, T-SQL development (stored procedures, views, indexing), performance tuning, and database refactoring.
• Backend .NET Integration: Support .NET C# API development, backend microservices, and modern data access patterns.
• ETL & Data Migration Pipelines: Build migration logic and data pipelines using Azure Data Factory (ADF) to support large-scale ETL workloads and data transfer.
• Cloud & Infrastructure Management: Work within Azure SQL on IaaS VM environments, maintaining high availability and optimal database throughput.
• Compliance & Security Governance: Ensure SQL modernization and data handling adhere to PCI-DSS, data retention policies, and state audit requirements.
• Cross-Functional Agile Delivery: Collaborate with PMs, Scrum Masters, BAs, QA, DevOps, and Cloud teams to ensure smooth sprint delivery and code reviews.

Required Qualifications & Experience

• Total IT Experience: 10+ years of overall IT software engineering experience.
• SQL Server Development: 7+ years of dedicated SQL Server development and T-SQL optimization experience.
• .NET/C# Backend Development: 7+ years of hands-on experience in .NET/C# backend service and API development.
• Agile & Delivery Support: 5+ years supporting agile delivery workflows and cross-functional project teams.
• Data Pipelines & ADF: 5+ years building Azure Data Factory (ADF) pipelines and managing complex ETL workloads.
• Technical Team Leadership: 3+ years acting as a Technical Lead guiding engineering teams.
• System Modernization: 3+ years executed on legacy database modernization or cloud migration projects.
• Azure Cloud Infrastructure: 3+ years working with Azure SQL on IaaS VM environments.

Preferred & Highly Desired Qualifications

• Public Sector / Transportation Domain: 2+ years of experience working within state government or transportation-related agencies (VDOT or tolling environments preferred).
• Regulated Environments: 5+ years working in regulated or compliance-audited IT environments.
• Microservices Architecture: 2+ years of exposure to microservice architecture design patterns and database decoupling.
