Job summary

Noblis MSD is seeking a senior leader with Director-level program management and business development experience in the NAVSEA/NSWC markets. The role is hybrid, combining operations management with strategic capture and growth initiatives.

You will lead multi-department efforts, maintain client relationships, and guide proposals, color reviews, and execution to deliver on quality, scope, and cost objectives. Active Secret clearance and US citizenship are required.

Qualifications

• 15 years' professional experience.
• 10 years' leadership experience within U.S. Navy programs.
• 3 years' staff management experience.
• Prior experience with NAVSEA and/or NSWC contract management and business development, to include Seaport NxG contracts.
• Established client and industry relationships within the NAVSEA and/or NSWC market(s).
• Ability to effectively communicate internally and externally and translate technical solutions to client challenges.
• Active Secret clearance required.
• US Citizenship

Responsibilities

• Program leadership in executing U.S. Navy missions and contracts within NAVSEA/NSWC markets.
• Provide program/contract management ensuring successful delivery in quality, scope, and cost management.
• Incorporation of Noblis vision and strategic direction in execution of work and development of future pursuits.
• Business development and capture management within core and adjacent markets including NAVSEA/NSWC.
• Build trusted relationships with Navy stakeholders and identify new opportunities.
• Participate in proposal development, solutioning, and color reviews.
• Facilitate with leadership to streamline processes and resolve complex issues.
