Qualifications

• Top Secret clearance; SCI eligibility required.
• 15+ years of experience in business development and capture of contracts valued > $250M.
• Ability to work with senior leaders and provide leadership within the workplace.
• Experience in a mature capture organization.
• Understanding of indirect rates and LOE/BOE development.
• Proven success in strategy development, business development, capture management, program management, science/engineering programs, Intel programs, acquisition processes, opportunity identification and qualification.
• Leadership in cross-functional teams, win-probability assessments, and customer call plans.
• Bachelor’s degree in a business, science or science-related curriculum.

Responsibilities

• Develop growth plans aligned with D&I strategic goals and drive growth in Navy/Maritime markets.
• Identify key business and technology growth areas and align with strategic growth plan.
• Maintain and update Salesforce pipeline with timely inputs.
• Lead collaboration across Growth, Operations, Solution Architecture, and Proposal teams.
• Manage a team of BD and Capture resources to meet divisional growth targets.
• Foster internal relationships and drive growth through cross-divisional collaboration.
• Mentor Capture Managers and ensure consistent capture processes and accountability.
• Shape opportunities through customer engagement planning, solutioning, and win strategy development.
• Allocate Capture Manager resources across the portfolio to support Maritime and MDA pipelines.
• Ensure milestones advance opportunities with informed bid/no-bid decisions.
• Support milestone reviews, color-team reviews, and proposal readiness assessments.
