Job summary

GovCIO is hiring a Training Specialist/Instructional Developer to support analysis, design, and development of Navy training products. The role is fully remote with duties including instructional analysis, objective development, scriptwriting, and storyboard creation aligned to NAVEDTRA standards.

The successful candidate will work with Government SMEs, develop measurable learning objectives, and ensure high-quality instructional content across multimedia and web-based training formats.

Qualifications

• Bachelor's degree; 2–5 years of relevant experience.
• Front-end instructional design experience with NAVEDTRA standards.
• Strong scriptwriting and storyboard-development skills.
• Ability to translate technical information into instructional content.
• Experience collaborating with Government SMEs.

Responsibilities

• Lead front-end instructional design activities with Government SMEs.
• Transform technical information into structured instructional content.
• Develop, map, and align learning objectives to requirements.
• Write instructional scripts for interactive and web-based training.
• Create detailed storyboards with guidance for multimedia developers.
• Ensure compliance with NAVEDTRA standards and government requirements.
• Apply adult learning theory and instructional development methodologies.
