Job summary

RMC - Resource Management Concepts Inc. in Indian Head, MD, seeks an experienced Program Manager to lead the NSWC Indian Head Business Operations contract.

The role directs contract activities, ensures performance and compliance, and serves as the primary government liaison, including with the COR. The position requires managing budgets, personnel, and resources, with Navy/DoD exposure and a focus on mission-critical energetics and operations in a Navy environment.

Qualifications

• Active DoD Secret clearance required to start; must be eligible for classified access.

Responsibilities

• Organize, direct, coordinate, and manage planning and production of all contract activities.
• Serve as the primary interface with client management, including the Contracting Officer and COR.
• Assign, supervise, manage, and coordinate personnel necessary to perform assigned tasks.
• Establish and adjust program organization as needed to provide effective contract support.
• Assign, schedule, and provide quality assurance oversight of project team deliverables.
• Ensure conformance to task specifications, contract provisions, and applicable DoD/Navy requirements.
• Manage the control of budgets, personnel, and material resources for contract execution.
• Analyze complex textual and quantitative information to develop recommendations for process, operational, or policy improvements.
• Prepare documentation, reports, and ad hoc analyses using automated systems and database tools.
• Identify, troubleshoot, and resolve complex program and contract issues.
