Qualifications

• Active SECRET security clearance.
• Bachelor's degree in Finance, Accounting, Business, or related field (Master's preferred).
• Minimum 8 years of Navy or DoD financial management experience with PPBE.
• Expert-level PPBE knowledge including POM/PB and budget execution.
• Hands-on OneStream budgeting, planning, forecasting, or reporting.
• Strong Navy appropriations knowledge and DoD FMR familiarity.
• Advanced Excel; ability to build complex financial models.
• Ability to prepare concise financial briefings for senior leaders.

Responsibilities

• Advise government leadership on Navy PPBE policy and procedures.
• Lead development of POM and PB submissions with exhibits and analyses.
• Analyze program and budget issues; develop courses of action.
• Support reprogramming actions, Congressional marks, and changes.
• Interpret fiscal laws and DoD FM guidance; mentor junior analysts.
• Lead OneStream-based budgeting, planning, and reporting activities.
• Build OneStream views, dashboards, and data integration with Navy systems.
• Develop user guides and end-user training for OneStream adoption.
• Track funds execution and monitor Navy execution benchmarks.
• Provide forecasts and briefings for leadership; coordinate with stakeholders.
