Job summary

VISTA Technology Services, Inc. seeks a Technical Program Analyst to support NAVSEA. This hybrid role requires onsite presence in Arlington, VA three days a week and collaboration with APM and senior Navy staff.

The analyst will track schedule and financial performance, assist with RFP documentation, monitor project risks, and prepare briefings. Strong communication and coordination skills are essential for success in a fast-paced defense environment.

Qualifications

• Bachelor’s degree in naval architecture or naval/marine engineering.
• 5+ years ship production/shipyard experience through all phases of design, construction, delivery, and acceptance.
• 5+ years experience developing and coordinating data-driven presentations for senior leaders on financial, schedule, and risk status.
• 5+ years experience providing support to government clients in fast-paced, team-oriented environments with bias for action.
• 4+ years of experience supporting RFP development.
• Strong knowledge of acquisition guidance, including SOWs, CDRLs, and their interactions.
• Proficient with Microsoft Project, SharePoint, Teams, Power BI, Word, Excel, Visio, and PowerPoint.

Responsibilities

• Track and report on schedule execution and financial benchmarks.
• Support development of RFP documentation.
• Track and report project risks and propose mitigations.
• Develop briefings and project documents for senior military officers and NAVSEA civilians.
• Ensure high-level product delivery to the APM.
