Job summary

N4 Solutions, LLC seeks a Program Manager to lead Naval Research Laboratory (NRL) RDT&E support, coordinating contract and task-order activities to meet government requirements for cost, schedule, quality, reporting, and technical execution.

The role requires strong science and engineering credentials, Navy program experience, and the ability to convert technical information into clear plans, reports, and management actions. Greenbelt, MD/Hybrid work model is expected.

Qualifications

• MS or PhD in Engineering or Physical Science from an accredited university.
• Minimum of 5 years of work experience supporting a research environment with Navy/DoD programs.
• Science and engineering credentials with Navy/DoD applicability.
• Ability to manage multidisciplinary research, engineering, and administrative activities.
• Active Secret security clearance required.

Responsibilities

• Serve as the single point of contact for program and contract management with KO, COR, and government stakeholders.
• Exercise responsibility and authority over contractor resources including personnel, subcontractors, travel, and other resources.
• Establish clear organizational lines for coordinating IDIQ and task-order activities.
• Ensure contractor performance meets government requirements in cost, schedule, and quality.
• Implement and maintain management plans and processes for QA, risk, systems engineering, and subcontract management.
• Oversee contract administration, staffing, training, and subcontractor coordination.
• Track labor and costs, funding, schedules, risks, and actions; report as required.
• Coordinate procurement of materials, travel, and field work support.
• Support Navy DoD program execution in corrosion science, material science, and related areas.
• Document decisions and action items in reports and briefings.
