Job summary

Ultra Intelligence & Communications is seeking a Program Manager for its Austin, TX or San Diego, CA offices to lead software development, systems integration, and sustainment programs for the United States Navy and United States Marine Corps. You will coordinate geographically dispersed teams to meet cost, schedule, and technical performance goals.

The role requires an Active Secret Security Clearance, a bachelor's degree in a related field, and 6+ years of DoD program experience.

Qualifications

• Active Secret Security Clearance and ability to maintain clearance.
• 6+ years of experience managing DoD programs.
• Experience with software development, systems integration, engineering, or technical programs.
• Experience with ECPs, contract modifications, or requirements management.
• Experience developing and maintaining project schedules and cost performance metrics.
• Strong written, verbal, and presentation communication skills.
• Ability to travel up to 20% domestically and internationally.

Responsibilities

• Lead multiple Navy and Marine Corps programs through all contract phases.
• Monitor cost, schedule, and technical performance to meet requirements.
• Deliver financial performance targets including revenue, margin, forecasts, and EV metrics.
• Develop and maintain program schedules, resource plans, and baselines.
• Lead software and systems development, engineering integration, and fielded improvements.
• Coordinate ECPs, contract modifications, and customer-directed changes.
• Identify and mitigate programmatic and technical risks and opportunities.
• Prepare program status reports, briefings, and presentations for leadership.
• Lead IPT meetings and milestone reviews.
• Collaborate with Contracts, Finance, Procurement, Engineering, and Operations.
• Manage CDRLs, PM Plans, Risk Plans, and Monthly Status Reports.
• Support proposal development and transition-to-execution activities.
• Build strong relationships with customers and internal stakeholders.
• Apply sound judgment to address program challenges.
