Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking a Cost Analyst to provide cost estimation support for NAVSEA's Naval Special Warfare program office, contributing to acquisition decisions throughout the lifecycle.

The ideal candidate has a Bachelor's degree in a related field, at least 1 year of cost estimating experience, and an active DoD Secret clearance. The role requires collaboration with NAVSEA stakeholders and rigorous data analysis.

Qualifications

  • Bachelor's degree in Business, Engineering, Mathematics, Economics, Finance, or a related field
  • Minimum of 1 year of cost estimating, financial analysis, or a related field
  • Active DoD Secret clearance
  • Reports to a designated work location, up to full-time, based upon the needs of the client

Responsibilities

  • Develop, update, and manage cost estimates throughout the acquisition lifecycle for PMS 340 programs using Navy-approved systems.
  • Collaborate with NAVSEA stakeholders—program managers, contracting officers, engineers, and logisticians—to integrate data into cost analyses.
  • Evaluate vendor proposals and provide objective cost assessments to inform contract negotiations and award decisions.
  • Prepare detailed documentation and presentations of cost estimates for program reviews and milestone decisions. Sensitivity analyses and trade-off studies will be conducted to optimize cost alternatives.
