Job summary

Five Rivers Analytics (FRA) is seeking a Program Manager to oversee a government operations program in Panama City, FL. The role ensures successful delivery including technical and administrative contract performance and acts as the primary liaison between the customer and FRA.

The position requires expertise in contract management, staffing, cost control, and quality assurance, with travel as needed and hybrid onsite presence. A DoD clearance and Navy/DoD experience are highly valued.

Qualifications

• Requires interim DoD Secret clearance and ability to obtain full clearance.
• DoD/Navy or federal mission-support services program management experience preferred.
• Ten years of program management experience across technical and administrative aspects of government contracts.
• Five years of experience managing Federal Government programs/contracts.
• Experience with Navy/DoD contracts and SCA compliance.
• Willingness to travel ~10% and report onsite in Panama City, FL as needed.
• Bachelor's degree in business administration, management or related field is desirable.

Responsibilities

• Manage delivery, performance, and overall management of the government program/contract.
• Lead planning, direction, evaluation, and successful execution of NSWC PCD services support contract.
• Provide oversight for technical and administrative aspects: staffing, schedule, cost, deliverables, and compliance.
• Ensure all activities conform to contract terms, SOW requirements, and customer standards.
• Coordinate resources across multiple concurrent projects and locations.
• Prepare reports for customer and senior management reviews; monitor milestones and budgets.
• Maintain high customer satisfaction through proactive communication and issue resolution.
